  • Shock Plan: Why has Escrivá stopped the minimum income proposed by Vice President Iglesias?

The economic crisis of the coronavirus is forging curious traveling companions or, at least, proposals that surprisingly coincide and that just a few months ago, like almost everything in this situation, would have been totally opposite. The Vice President of the European Central Bank (ECB), Luis de Guindos, and Minister of Economy for most of the Mariano Rajoy government, has again defended the need to implement a minimum vital income, and to do so immediately . This is a proposal very similar to the one that Pablo Iglesias is trying to carry out in the face of opposition from the Social Security minister, José Luis Escrivá, and with him the entire socialist wing of the Executive.

During an interview with Onda Cero this Wednesday , Guindos explained what the economic implications of the crisis are, the figures published yesterday by the International Monetary Fund (IMF) and the most appropriate measures to ensure that the rebound is as strong as possible. And when he seemed to be finishing his presentation, and without being asked about it, the head of the ECB wanted to introduce the issue of immediate vital income .

"And also, if you allow me, it is important that all the welfare systems work (...) I do not enter into political questions but the important thing is that we have a bridge to overcome these circumstances. A permanent income of a structural nature is one thing completely different and it will be necessary to see what the financing possibilities are. But from a temporary point of view, nobody can run out of income at this time, "said Guindos, who concluded by stressing that the rent must be" minimal, emergency and clearly temporary . "

Debate in the Government

In this way, Guindos has insisted on a measure that he already proposed last month and does so at a time when there is a clear confrontation within the Executive. The vice-presidency of Iglesias is pressing to move forward what he calls "vital bridge income" until Escrivá has developed a structural model, beyond the current crisis.

Iglesias went on to say that he had consulted with businessmen and CEOE about this measure, and that he had received their support. The employers responded with a harsh statement, accusing the government and him specifically of being manipulative , and denied any contact while breaking the social dialogue. The leader of Podemos, however, continued to affirm that the rent should go ahead, that he even wanted to introduce the debate on this measure in the Council of Ministers on Tuesday.

Given this situation, the Ministry of Social Security was forced to deny even its discussion in the Council. " It will not be done, " they settled from the department led by José Luis Escrivá. And in the press conference after the Council of Ministers, the spokeswoman María Jesús Montero confirmed that the Government will wait for Social Security to finish its work, although Iglesias is willing to continue fighting to carry out - and sign up for - this measure.
