"To overcome the coronavirus crisis," they say, it is necessary to " create and distribute an additional non-reimbursable fund to the resources coming from the Autonomous Financing System to combat the pandemic in all its aspects, both health and economic." In addition, they ask that the management of European funds be streamlined, so that "this year they can already certify expenses for personnel and medical supplies to mitigate the effects of the pandemic."

The document, signed by the Xunta, the Regional Government of Andalusia, the Region of Murcia, the Community of Madrid, the Regional Government of Castilla y León and also the City of Ceuta, "urges changes in the rules of budgetary stability to exclude deficit computation and debt all expenses associated with fighting Covid-19 ". That is, that the efforts made to alleviate the crisis do not count in terms of budgetary deviation, something that has already been endorsed by the European Commission for all countries.

For all these reasons, the councilors ask Montero to convene "urgently the Council for Fiscal and Financial Policy," and they take advantage of the letter to recall that many communities have already adopted fiscal relief measures that the Executive should imitate. An expenditure of 2,000 million in Madrid

In the specific case of the Community of Madrid, they argue that they have had to make a "huge" outlay to face the coronaviru crisis with measures such as the hiring of 10,000 toilets and 2,200 workers for nursing homes. Likewise, the Government of Isabel Díaz Ayuso has acquired 332 tons of personal protective equipment and 700 respirators to expand the number of beds in intensive care units (ICU) and has launched a line of aid for self-employed workers whose income has fallen more 30%.

"All this supposes extraordinary expenses that were not foreseen when the year began of an enormous size that we calibrate that they will be around 2,000 million euros, " says the Madrid Minister of Finance, Javier Fernández-Lasquetty, one of the Signatories to the letter sent to the Minister of Finance demanding funds from those contributed by the European Union to alleviate the economic effects of the pandemic.
