A young man who started a business through the provincial government's agricultural support project suffered damage from a natural disaster during facility construction, but was in trouble because he could not receive compensation.



Mr. A (37), who lives in Samcheok, Gangwon-do, was selected as the target of the 'Young Farmer Entrepreneurship Establishment Support Project' last year.



This project is a contested project by the Gangwon Provincial Office to attract and nurture young farmers, and each local government in the province takes charge of it.



Mr. A, who wanted to grow ginseng sprouts, started construction of a cultivation facility with about 28 million won of his own money.

The 16 million won subsidy will be received after the facility construction is completed.



Mr. A built the facility by December of last year and tried to grow ginseng sprouts from January this year.



However, at the end of November last year, strong wind damage occurred, and Mr. A's plan came to nothing.



Pipes, house vinyl, air conditioners and other internal facilities collapsed or flew away, and the entire vinyl house suffered strong wind damage.



In the end, Mr. A was unable to receive support money because he could not complete the vinyl house, and he was faced with a situation where he had to pay demolition costs.



Mr. A said, "It was a wiretapping support project, so I sold my car and even borrowed money to make initial funds."



City Hall is in a position that compensation for damage is impossible.



An official from the Agricultural Administration Division of Samcheok City Hall said, “The story is unfortunate, but it is difficult to take action as there is no compensation regulation for damages before the completion of the facility.” I did.



Article 2 of the Enforcement Rule of the Agricultural and Fishery Disaster Countermeasures Act stipulates that support is provided to farmhouses when the damage to crops with an area of ​​50ha or more or damage to agricultural facilities exceeds KRW 300 million.



In the case of Mr. A, support is not available because of the small-scale damage that occurred before the facility was completed.



Mr. A said, "The City Hall is in the position of demolishing the facility damaged by the strong wind and spending another 28 million won to receive subsidy after the facility is completed. "If I knew things would turn out like this, I wouldn't have started. In an instant, my life went to hell," he said.



"As this is a support project that started with a large amount of money, believing in the host organization, I think we should share responsibility for damage caused by natural disasters in the middle of the project," he said. I would like to receive it," he said.
