What is a "mini-lottery"? After questioning Xiaowei in detail, Xi Xiaowen, director of the Third Procuratorial Department of the procuratorate, and the police officers launched an investigation. They found that many stationery stores, book bars, and kiosks around some campuses sold "small lottery tickets". These small lottery tickets cost 1 yuan each, the shape is a small card with different patterns, there is no standard manufacturer and printing factory, similar to "scratch music" has the nature of gambling, after uncovering a layer there will be "a number" or "thank you for patronage" words, buyers according to the number to redeem the corresponding rewards, generally divided into "cash reward type" and "toy reward type", can only be bought immediately, can not be taken away from the store.

Recently, the People's Procuratorate of Huishan District, Wuxi City, Jiangsu Province, handled a number of criminal cases involving juvenile theft and crowd fighting, and found that some minors involved were addicted to buying "one-yuan small lottery tickets", and some even embarked on the road of breaking the law and committing crimes. On June 6, the procuratorate issued a procuratorial recommendation urging administrative organs to carry out special rectification and reform, and to return minors with clear space.

Xi Xiaowen learned that these "one-yuan small lottery tickets" are selling hot, and there is an endless stream of students who come to buy them every time after school.

On the "Huiyou Future Snap" mini program developed by the hospital, some parents of students reported that many minors are addicted to this, because the probability of winning the lottery is low, often spending tens of yuan to get a prize, and some minors do not hesitate to spend hundreds of thousands of yuan in order to obtain the prize they want. For example, Xiaowei and others even embarked on the road of crime in order to satisfy the curiosity of the moment.

In the survey, school teachers believed that the practice of merchants selling "one-dollar small lottery tickets" had a negative impact on children's physical and mental health, and would form speculation too early.

Redeeming prizes is another problem that comes with the "one-dollar mini-lottery".

"One-dollar small lottery tickets can generally be exchanged for bouncy balls, dragon balls, and gyroscopes." Xiao Wei, the suspect, said, "These are all toys that students prefer." ”

Take the bouncy ball, the student spends one yuan to draw a small lottery ticket, the number in the card after tearing corresponds to the size of the bouncy ball, the smaller the number, the larger the corresponding bouncy ball, and these prizes are inferior "three no products" without a clear production date, no product qualification certificate, and no clear manufacturer, which is harmful to the health of minors.

The survey found that in addition to low-value prizes such as bouncy balls, there are many children's toys containing text or picture content such as vulgarity, violence, and soft pornography, as well as "toys" such as infrared pens, imitation knives and even electric shock sticks. These dangerous "toys" are often set as "special prizes", and under the conscious control of merchants, students occasionally buy once or twice and cannot be "drawn" at all, which further stimulates the "gambling" mentality.

Procuratorial officers randomly picked up a stun stick from the "prizes" seized by the administrative organs. The instantaneous voltage generated by this electric bade electric shock toy exceeds 120 volts, far exceeding the human safety voltage stipulated by the state, and may have a fatal effect on patients such as heart disease. The relevant person in charge of the Huishan District Market Supervision Bureau believes that these "prizes" are very easy to form bad inducements for children, and have a potential threat to campus safety, and the risks should not be underestimated.

In order to prevent the "one-yuan small lottery" from further breeding and spreading around the campus, the Wuxi Huishan District People's Procuratorate issued pre-litigation procuratorial recommendations to relevant departments based on the investigation.

According to the newly revised Law on the Protection of Minors in June 2021, the new content on the prohibition of setting up lottery sales outlets around schools and kindergartens, prohibiting the sale of lottery tickets to minors or the payment of lottery winnings, etc., and Article 6 of the Lottery Administration Regulations stipulating that illegal sales of lottery tickets to minors shall be punished with administrative fines and confiscation of illegal gains. Carry out special supervision on soft pornography products, imitation knives, electric shock toys and other issues.

"One-dollar small lottery tickets are generally self-made illegal lotteries by merchants, and it is more difficult to supervise." Xi Xiaowen said. The provisions of the Law on the Protection of Minors and the Regulations on the Administration of Lotteries are more principled and general, and the "lottery" is not detailed, the basis for administrative punishment is not clear, and the punishment is not strong enough. In this regard, the procuratorate suggested that legislation be rapidly advanced, the provisions of laws and regulations should be refined, and the departments of public security, education, and market supervision should be united to jointly carry out a special rectification of the sale of "one-yuan small lottery tickets" around campuses.
