EH Bildu would be about to be the most voted political force in the City Council of Vitoria, according to the results of the polls carried out by the Basque radio and television EiTB in the last days of the campaign. The estimates made before the polls closed at 20.00 hours give the candidacy of Rocío Vitero (EH Bildu) 24.4% of votes with 7 councilors compared to 23.7% of the mayor of the PNV Beatriz Artolazabal. Otegi's coalition, in addition, practically ties with UPN in the City Council of Pamplona, another of the objectives of the abertzale coalition that during the electoral campaign has reinforced its pull at the polls despite including 44 convicted of terrorism in its lists of the Basque Country and Navarra.

The estimates advanced by EiTB place EH Bildu with serious options to govern in Vitoria and Pamplona although the PNV would be the most voted party in Vizcaya and in Guipúzcoa and UPN would also win at the polls in Navarra, with serious difficulties to transfer this results in institutional power.

The results predicted by the EiTB study may make Rocío Vitero (Vitoria, 1980) the first female mayor of the capital of the Basque Country. Being the most voted candidate could be elected in the second round unless the rest of the parties with representation in Vitoria managed to add the 14 councilors of the majority of the municipal plenary. And just a handful of votes, distance the candidate of Union of the Navarrese People Cristina Ibarrola from Joseba Asiron of EH Bildu. According to EiTB, the difference between the two is just two tenths with 7 councilors each. The right in Navarre has been divided and the PP, with Carlos García Adanero, will add between 2 or 3 councilors, insufficient to guarantee Ibarrola the majority of the 14 seats. The socialist candidate Elma Sáiz, with 4 councilors according to the study, affirmed in the campaign that she will not vote for the candidacy of Asirón but governability in Pamplona is directly linked to the negotiation of the future regional government.

And everything indicates that María Chivite will once again be the president of Navarra, according to EiTB's exit polls. Javier Esparza (UPN) would be the most voted but would not add with PP (5) or Vox (2) the 26 seats of the majority. Chivite with up to 10 deputies would need EH Bildu (9), Geroa Bai (8) and Contigo Navarra (3) to repeat in the presidency of Navarra.

The PNV would not get the desired absolute majority in the City Council of Bilbao by staying with 14 councilors and will be able to govern again with an absolute majority if it reissues its agreement with the PSE-EE that the 5 councilors maintain. EH Bildu would also obtain 5 councillors with a greater number of votes than the Socialists.

In San Sebastian, Ortuzar's nationalists would also return to govern with another pact with the PSE-EE. The PNV would obtain 10 councilors and 5 the Socialists in a municipal plenary session of 27 councilors. EH Bildu also grows with 9 councilors but insufficient to recover with Juan Karlos Izagirre the Mayor of San Sebastian.
