The Director-General of the Dubai Health Authority (DHA), Hamid Mohammed Al Qatami, revealed that the Authority intends to launch a new system of health insurance, under the title of “similar diagnostic system”, in February next year, in order to prevent duplication of treatment services and reduce the cost of spending.

Dr. Al-Qatami, in an open dialogue, during a discussion session held by Professor and Consultant of Dermatology at the UAE University, Dr. Ibrahim Galadari, said that the system, which includes new procedures in the calculation of treatment bills, will contribute to the codification of prescriptions provided by doctors through an electronic control system developed, A doctor is allowed to write a prescription or therapeutic service, such as tests and analyzes, outside the scope of his specialty, which controls the treatment process in general, as it limits the frequency of tests and health services.

He added that the cost of health insurance is a burden on the providers, which requires new controls, to prevent manipulation.

He pointed to the increasing challenges faced by the health sector in the country, as it depends not only on the limits of providing the service according to the highest medical standards and practices, and by means, techniques and smart solutions, in a safe health environment, but also to gain the confidence of patients, and achieve their satisfaction and happiness.

He stressed that the private health sector in Dubai is witnessing a steady growth, pointing out that the number of private health facilities has increased from 2871 in 2015 to 3401 facilities this year, and the number of health workers from doctors and support medical groups and technicians rose from 30,851 in 2015 To 40,600 people this year.

Saleh Al Hashimi, Executive Director of Dubai Health Insurance Corporation, said that the aim of the new health insurance system is to prevent duplication of health services, rationing and controlling the dispensing of medicines and determining the service, pointing out the importance of the “pay-for-service” system. The new system.

He explained that «the system depends on the payment of the least expensive bill, for example if a pregnant woman entered the maternity hospital, and the cost of the operation amounted to 25 thousand dirhams, and the doctor discovered - during birth - the presence of a tumor and removal, which is an independent process, the cost of 40 thousand dirhams, the system requires The insurer has to pay 40,000 dirhams for the two transactions, not 65,000 dirhams, to achieve the principle of payment for the highest quality ». Al-Hashimi added that the system will be applied to inpatients in the Authority's hospitals and will be studied for 18 months, in preparation for the introduction of outpatients. This will continue until Dubai's billing system is completely changed by 2025.
