Regarding the construction of a team of rural doctors, the National Health Commission, in conjunction with the Ministry of Agriculture and Rural Affairs, and eight other departments have established a special work class on the construction of a team of rural doctors to promote the policy of "counties manage rural doctors and townships recruit rural doctors" and recruit rural college students in 2023. In cooperation with the central staffing office, a staffing guarantee policy was issued for college rural doctors.
Regarding increasing investment in grassroots institutions, the central government has allocated 456 million yuan to support the construction of medical service capabilities and upgrade the level of equipment and facilities in 228 township health centers in 12 provinces in the western region and the Xinjiang Production and Construction Corps.
Regarding strengthening primary health services, with the support of the Ministry of Finance and other departments, the per capita basic public health service funding standard has been increased to 89 yuan, and the new funding is mainly used to support health management services for key groups such as the elderly and children.
Ten measures were introduced to provide convenience and benefit to the people at the grassroots level, and we promoted the inclusion of village clinics in designated medical insurance sites to facilitate people's medical treatment.
Li Bin said that in the next step, the National Health Commission will carefully study and absorb the suggestions of the representative members to further promote the construction of a high-quality and efficient primary medical and health service system.
