At the local level, the prefects of the four departments concerned will activate their crisis unit. Finally, medical-social institutions (EHPAD, homes for child welfare, institutions for disabled people, etc.) of these four departments will activate their blue plan - a crisis device to control risks in case serious event - "in order to take all necessary measures to protect their residents".
