What's the point ?

In May 2020, during the last deconfinement, customers had to enter their contact details in a reminder book. This time, establishments welcoming the public indoors will have to display a QR Code at the entrance, available on the site https://qrcode.tousanticovid.gouv.fr. Customers must, through the TousAntiCovid application, scan this QR Code, which will allow the location and date of their visit to be recorded. This new feature, called TousAntiCovid Signal, is a digital “reminder book” that will allow you to be informed of a risk of contamination if a person in the same establishment tests positive for Covid-19.

The goal is to improve the tracing of infected people and contact cases in places where contamination has taken place.

“This reopening must be as secure as possible to avoid having to close again.

How will the app work?

People who test positive will be invited to report it on the TousAntiCovid application. People who attended the same establishments at the same time will receive one of the two existing notifications. An “orange alert” will be displayed if a visitor present in the same two-hour time slot has subsequently tested positive for Covid-19 in the application. In this case, it will then be necessary "to go to be tested immediately, to limit its contacts and to monitor its symptoms".

A "red alert" will be sent if three people, having frequented the same place, test positive.

It will then be advisable to "isolate yourself and get tested immediately".

On the other hand, the notifications received will not display the identity of the contaminated person or the potential place of contamination, but only the date.

For people who do not have smartphones, do not panic, a paper notebook should still be made available.

Potentially contaminated customers will then be called back by the establishment.

In which establishments will it be set up?

This QR Code will be available at the entrance to all places open to the public indoors, according to the qrcode.tousanticovid.gouv.fr site: restaurants, fast-food outlets, collective catering venues, cinema restaurants, performance hall, holiday village, drinking establishments, discotheques (which will not be affected by the reopening of June 9), swimming pools, sports halls, conservatories and dance schools, party halls , café-theaters, concert halls, indoor sports venues (gymnasium, indoor tennis court, etc.) and spa centers.

Are the data anonymous?

TousAntiCovid Signal users will be able to access and delete their QR Code history at any time. "No nominative data is collected: the QR code corresponds to an encrypted identifier, it does not contain any information on the name or the address of the place", indicated the Ministry of the Economy, specifying that these data would be "automatically deleted after 14 days ”. "You will not be" traced "or identified, but only informed," he added.

In an opinion of December 17, 2020, the CNIL considered "the usefulness sufficiently demonstrated, at the current stage of the fight against the epidemic", of this device but recommended, to "minimize the infringement of the right to protection personal data ”, that its mandatory nature“ be limited only to establishments open to the public (ERP) presenting a high risk ”of contamination.
