  CBN compares the second edition with the first edition of the guidelines and finds that in addition to the sixth aspect, strengthening services for enterprises that resume work and production is a new section, and the other five aspects, such as site division and classification management, employee management, etc., have also been updated.

  For example, in the second edition of the guidelines, enterprises can set up different risk areas according to the green zone (normal production), blue zone (new entrants to observe), yellow zone (close or sub-close contact), red zone (infection), etc. Districts are isolated from each other.

Areas of the same level should be divided into small management units to reduce the flow and contact of personnel in different areas.

According to the degree of contact with the external environment, different epidemic prevention standards are implemented for different areas.

Personnel in medium and high risk areas must wear N95/KN95 masks, and those in low risk areas must wear disposable medical surgical masks.

  Realize physical isolation between areas, implement "two points and one line" management of workplaces and residences, all personnel work and live in designated positions, and minimize direct contact between personnel in different areas.

For handover areas (such as entrances and exits, loading and unloading yards, warehouses), production and operation areas (such as workshops, conference rooms, office areas, etc.), living areas (such as canteens, dormitories, gyms, etc.), public health areas (such as toilets and waste disposal) Sites), public spaces (such as roads, outdoor venues) and other different areas, implement classified management.

Strengthen the management of junctions between regions to eliminate risk points.

  Enterprises should implement nucleic acid and antigen screening in accordance with the corresponding management requirements of the closed control area, control area, and prevention area according to the area of ​​the area where they are located.

Enterprises in the sealed and controlled area shall adhere to two tests a day, that is, antigen testing in the morning and nucleic acid testing in the afternoon; enterprises in the control area shall adhere to daily antigen testing plus one nucleic acid test every two days; enterprises in the prevention area shall conduct antigen testing every day, within 5 days A nucleic acid test.

  In terms of strengthening services for enterprises that have resumed work and production, the second edition of the guidelines has added 5 new items.

  For example, an enterprise that meets the conditions for epidemic prevention and control can apply for a "work resumption certificate" from the lead department for resumption of work and production in the district or relevant units.

Those returning to work can use the "Resume to Work Permit" on the accompanying application APP to show the "Restoration Permit" to the village committee in their place of residence.

After checking the ID card, the village committee confirms that there is no positive in the building within 7 days, and the antigen test is negative.

Enterprises can contact to arrange buses or taxis to organize employees to return to work.

For small, medium and micro enterprises that meet the conditions for epidemic prevention and control, strengthen coordination and provide good services.

  Enterprises that meet the conditions for epidemic prevention and control can apply for a cross-provincial transportation pass to the leading department for resumption of work and production in their area or relevant units.

Drivers can apply for the issuance of the "Shanghai Key Material Transportation Vehicle Pass" (electronic permit) in a unified national style on the accompanying application APP to carry out inter-provincial transportation of production materials.

Enterprises perform their main responsibilities, strengthen the management of passes, and cannot use them in violation of regulations. Once found, they will be blacklisted, notified and dealt with and given corresponding penalties.

  Moreover, the guidelines state that closed production enterprises can apply to the lead department for resumption of work and production in their districts to apply for the rotation of personnel who have resumed work and production. Relevant personnel can test negative for nucleic acid within 48 hours before entering the community. An additional antigen test, if negative, can return to the community.

Conditional areas can be combined with the adjustment and expansion of the prevention area, and timely start the "point-to-point" semi-closed management of employees in the prevention area from the epidemic-free area to the epidemic-free factory area, park or building, and employees can commute by shuttle bus.
