The Ministry of Finance of Russia, together with the Federal Tax Service (FTS), are planning to strengthen control over the use of cash registers in the retail markets of the country.

This was announced on Monday, March 29, by the press service of the Ministry of Finance.

As noted in the department, the initiatives presented will have to eliminate violations of the rules for the use of CCP by unscrupulous entrepreneurs.

This, in turn, "will help protect consumer rights," the ministry said.

“The implementation of the proposed changes will reduce the shadow turnover of goods in retail markets, exclude cases of unfair behavior of their participants.

It will also contribute to the implementation of the task of the country's leadership to form effective monitoring of prices for food products thanks to the automated revenue accounting system, ”the Ministry of Finance said in a statement.

In particular, the authorities intend to reduce the list of cases in which CCP may not be used on the market, as well as oblige tenants to document the presence of cash registers before concluding an agreement on the lease of a retail space.

It is also proposed to provide market managers with access to special tools and services to control the availability of a registered cash register for tenants.

In addition, the Ministry of Finance and the Federal Tax Service want to concretize possible measures to eliminate the violations detected by management companies in the control of tenants, as well as introduce responsibility for admitting persons who do not have a cash register to the market.

At the same time, in accordance with the innovations, the procedure for bringing sellers in the retail market to administrative responsibility in the form of a warning can be simplified.

All relevant amendments are planned to be introduced into the laws "On cash registers", "On retail markets" and in the Administrative Code.

Meanwhile, as stressed in the Ministry of Finance, the changes will not affect traders selling their own goods on the market.

Such entrepreneurs will retain the right not to apply CCP.

The Ministry of Finance recalled that the task of strengthening control over compliance with cash discipline in retail markets was set by Russian President Vladimir Putin.

The head of state gave such instructions after revealing significant violations.

“Due to the evasion of the use of cash registers in this segment, there is a shadow circulation of cash, which leads to the involvement of its participants in illegal banking and tax evasion.

There is also no "traceability" of goods, which makes it impossible to identify their history, quality, warranty and price at every stage in the resale chain.

As a result, the sale of illegal / sanctioned, as well as counterfeit products is carried out, which may carry risks, including from the point of view of consumer health safety, ”the department explained.

According to the experts of the Federal Tax Service, the strengthening of control will create equal competitive conditions for doing business in various trading formats.

As recalled in the service, the legislation regarding the use of CCP in the markets has not changed since 2003.

“Firstly, there were no online checkouts at that time, and secondly, the order of who should use the checkout in the market, and who does not have such a duty, turned out to be blurred.

As a result, now some entrepreneurs are taking advantage of this and mimicking preferential categories, ”TASS quotes the press service of the Federal Tax Service.

The amendments developed will allow minimizing the risks of violations by putting things in order in the use of cash registers in markets and fairs.

In addition, according to him, the changes will reduce the shadow trade turnover and thereby accelerate the process of "whitewashing" trade.

At the same time, tax collection will increase, which should have a positive effect on the replenishment of the country's budget, the expert emphasized.

“For the retail trade and the situation on the markets, such tightening of control will not have dramatic consequences.

The cash register starts from 5 thousand rubles - it cannot be said that it is expensive.

Connection, obtaining permission from the Federal Tax Service may take a couple of days.

That is, this is only a matter of payment discipline - the authorities are trying to ensure that entrepreneurs accurately comply with the previously issued law, ”Sigal added.

Moreover, in the presence of a cash register receipt, it will be easier for consumers to defend their rights in the event of a purchase of a low-quality product.

Artyom Tuzov, executive director of the capital market department at Univer Capital, told RT about this.

“The initiative is useful directly for the buyers themselves, who with a check can return money for a low-quality or expired product.

Now, buying products on the market, it is quite difficult for them to return the goods later, which in fact turned out to be spoiled and hazardous to health, or if there was an underweight, "Tuzov explained.
