"The Ministry of Finance of Russia, together with the Federal Tax Service of Russia, have prepared proposals to eliminate the violation of the rules for the use of CCP by unscrupulous entrepreneurs in the retail markets," the ministry said.

The task of strengthening control over the observance of cash discipline in retail markets was set by Russian President Vladimir Putin, they recalled, because “significant violations” were revealed in the activities of the markets.

For example, in this segment there is a shadow turnover of cash, which leads to tax evasion and the involvement of its participants in illegal banking activities.

In addition, there is no "traceability" of goods, that is, their history, quality and price at each stage in the resale chain is impossible to find out.

The Ministry of Finance stressed that the proposed changes are aimed only at "the actual implementation of the existing obligations of the use of CCP by sellers."

Among such changes, for example, a reduction in the list of cases when a CCP may not be applied on the market, as well as the introduction of responsibility of management companies for the admission to the market of those persons who do not have a CCP.

“It is important to emphasize that nothing will change for individual entrepreneurs who sell goods of their own production on the market, and for citizens - it is proposed for them to retain the right to not use CCP,” the ministry said.

As previously reported by RBC, the Federal Tax Service and the Ministry of Finance intend to tighten the rules for the use of cash registers in the markets.
