quarantine measures in the metropolitan area went up to stage 2.5, the damage of non-regular workers who worked at restaurants and cafes became a reality. As business becomes difficult, there are cases where people are forced to take unpaid leave.

Mr. A, who was working at a cafe, was notified to use'unpaid leave' unilaterally when the business hours were cut.

[Cafe employee: Because it's all you need to buy and take, you don't need so many employees in the store. I want the boss to take a break from work. But it is unpaid. Because sales declined.]

Looking at the reasons for reporting damages related to Corona 19 at work, there were many forced annual use from March to April, but most recently forced'unpaid leave'.

Unless the door is closed due to a prohibition order, such as the gym and reading room, unpaid leave cannot be enforced because the business hours have been shortened.

It is true that there is a disruption in business due to the strengthening of quarantine in step 2.5, but since the business itself is not impossible, a suspension allowance must be paid when the business is closed.

However, in the case of small businesses with less than 5 employees, the ban on unpaid leave and dismissal cannot be enforced, so if the coronavirus outbreak prolongs, the dismissal of non-regular employees may follow.

[Attorney Ji-Young Yoon/Public Interest Human Rights Law Foundation: Unintentionally, workers working in poorer small business establishments are exempted from the obligation to pay the suspension allowance.]

Employers are faced with a large burden of labor costs due to a sharp drop in sales . It is a position that there is no situation.

[Restaurant owner: (at night) You are not allowed to accept customers who eat at the restaurant. It must be said that sales are dropped by more than half. There is no labor cost.]

Small business owners are also demanding the strengthening of'job quarantine measures', such as support for suspension of work and extension of employment maintenance subsidies.
