The reform pilot tasks identified in the overall plan have been fully implemented, especially the exploration of trade and investment liberalization and facilitation, which are closely related to the construction of free trade ports, has been carried out in depth, and the results of construction have continuously emerged. At present, the implementation rate of the pilot tasks determined by the overall plan has reached 97%.

Tang Wenhong introduced that through the construction of the Pilot Free Trade Zone, the international opening of Hainan Province has been greatly improved. In 2019, the number of newly-increased foreign-funded enterprises and the actual growth rate of foreign capital utilization in the Hainan Free Trade Zone exceeded 100%. At the same time, market players are accelerating. In 2019, Hainan added 220,000 new market players, a year-on-year increase of 71% and an average daily increase of 670 households. 28 Fortune 500 companies have settled in Hainan, with a total of 33 headquarters companies. In addition, the Hainan Pilot Free Trade Zone has summarized 71 batches of institutional innovation cases in six batches. Among them, innovations such as “Intellectual Property Securitization” have been evaluated and have basically met the conditions for replication and promotion nationwide.
