With the rapid economic and social development of Hainan and the in-depth advancement of the construction of the Hainan Free Trade Port, maritime activities are increasing day by day, and the number of ships is increasing. The "Measures" fully consider the requirements for customs closure operations and the need for free and convenient ship transportation, and focus on the following three aspects:
