  With the rapid economic and social development of Hainan and the in-depth advancement of the construction of the Hainan Free Trade Port, maritime activities are increasing day by day, and the number of ships is increasing. In particular, the maritime prevention and control area is large and target monitoring is difficult. By then, the pressure and risks of customs closure operations will coexist. Against this background, it is extremely important to strengthen the navigation management of ships entering and leaving the Hainan Free Trade Port, especially the management of ships traveling between the Hainan Free Trade Port and the mainland. In view of the above situation, Hainan Province and the Ministry of Transport have included the Measures in their respective key tasks, and the Hainan Maritime Safety Administration will take the lead in formulating them.

  Under the leadership of the Hainan Provincial People's Government and the Ministry of Transport, and under the guidance of the Maritime Safety Bureau of the Ministry of Transport, the Hainan Maritime Safety Bureau has established a joint venture in Hainan Province in accordance with the Hainan Free Trade Port Law, the Maritime Traffic Safety Law, the Customs Law, and the Hainan Provincial Anti-Smuggling Interim Provisions.   The "Measures" fully consider the requirements for customs closure operations and the need for free and convenient ship transportation, and focus on the following three aspects:
