It is said that on the day of the disaster, Superintendent Ryu was responsible for reporting the security situation to the Commissioner of the Seoul Metropolitan Police Agency on behalf of the head of the 112 Comprehensive Public Security Situation Office as a situation manager on the day of the disaster, and reporting to the situation room of the National Police Agency in case of an emergency.



Superintendent Ryu neglected his duty of general management and reporting of the security situation, and it was confirmed by the inspection that he was late to identify the disaster and report it delayed.



As the police chief overseeing the area where the accident occurred, the police understood that he arrived late, neglected command and management, and delayed reporting even though he had an obligation to oversee the scene.



The National Police Agency ordered Superintendent Lee on standby yesterday (the 2nd), and today he requested an investigation with Superintendent Ryu for negligence.



Superintendent Lee first reported to Seoul Metropolitan Police Agency Commissioner Kim Kwang-ho at 11:34, 1 hour and 19 minutes after the disaster.



Commissioner Kim, who was at home at the time, was unable to answer this call, so two minutes later, at 11:36, he called Yongsan Chief and first became aware of the disaster.



Commissioner Yoon Hee-geun was the first to understand the disaster after receiving a report from the 1st situation officer of the National Police Agency at 0:14 the next day, 1 hour and 59 minutes after the disaster.



It is known that the special copy seized and searched the Seoul Metropolitan Police Agency's 112 General Security Situation Room and Yongsan Police Station's 112 Security Situation Room and Information Division yesterday to secure work diaries on the day of the disaster.



If the investigation reveals serious negligence, the responsible persons may be charged with negligence.



The National Police Agency has placed Superintendent Ryu on standby today and has appointed Paik Nam-ik, the first task force commander of the Seoul Office Mobile Headquarters, to the successor to the head of the personnel education division of the Seoul Metropolitan Police Agency.



Lim Hyeon-gyu, the finance officer of the National Police Agency, was transferred yesterday to the Yongsan Police Station to succeed Superintendent Lee.
