After that, since the spread of the infection could not be stopped in Tokyo, the government decided to issue the fourth state of emergency to Tokyo from July 12 after the deadline for priority measures such as prevention of spread.

For this reason, the Tokyo Olympics will be held while the declaration is issued.

The government's event limits in the areas where the declaration is issued are limited to 50% of the venue's capacity or 5000 people, whichever is less, and the time is basically 9 pm.

Based on these standards, there is a plan to limit the number of spectators at the Tokyo Olympics to 5,000 at venues in Tokyo, and there is also a plan to limit the number of spectators to no spectators based on the infection situation and the opinions of experts.

On the other hand, the opening ceremonies, closing ceremonies, and competitions that continue at venues in Tokyo after 9 pm are expected to be unattended, and plans to make them unattended at venues other than Tokyo are being considered.
