The destination registration system will replace the employment registration card and become a necessary certificate for college students to leave, move, transfer and employment.

There have been calls for the cancellation of employment registration cards.

In 2022, a college graduate told his experience on the message board of People's Network. According to the graduate, he graduated from university in July 2012 and joined the communications department in September to dispatch employees, sign contracts and pay social insurance. However, his place of work was far away from the undergraduate school, and he did not return to the university in time to complete the relevant procedures, and only processed the registration card and other materials in June 7, which was nearly a year later than the graduation time. The graduate is now admitted to the civil service, and the organizational department suspects that he has committed fraud on the grounds that his resume does not match the registration time. Although it was later explained clearly, through this experience, he hoped that the relevant departments of the state would standardize relevant policies as soon as possible, calling for the "abolition of employment registration cards".

Xiong Bingqi, president of the 21st Century Education Research Institute and education scholar, said that the employment registration certificate can be completely replaced by graduation certificates, employment agreements, and employment contracts, whether it is to obtain civil servants, be hired by various enterprises and institutions, or flexible employment, you can go to the relevant departments to go through the relevant procedures with the graduation certificate and civil servant employment notice, the employment contract (or employment agreement) of enterprises and institutions, etc. Self-employed entrepreneurs can also go through procedures such as personnel agency and social insurance file transfer with the qualification certificate and graduation certificate of the company they founded.

According to a survey by Capital University of Economics and Business on the flexible employment of college students in undergraduate colleges, from 2020 to 2022, the proportion of undergraduate graduates choosing flexible employment increased from 8.8% to 20.5%, and mainly in the form of freelancing, the proportion of unit employment showed a downward trend, and slow employment gradually increased. At the same time, the proportion of graduates of junior colleges choosing flexible employment increased from 15.4% to 28.4%, and the proportion of master's graduates choosing flexible employment is also increasing, among which the proportion of flexible employment in agriculture and social sciences is relatively high.

Xiong Bingqi pointed out that the abolition of employment registration cards is, in the final analysis, the implementation of the reform of decentralization, control and service. In his view, eliminating unnecessary certification materials and simplifying and optimizing the employment procedures for college graduates is a convenient move to facilitate the employment of graduates. To optimize the employment environment for college graduates, we should clean up unnecessary certificates, seals, and procedures, and effectively do a good job in serving college graduates.
