Fully implement credit evaluation in the fields of environmental protection, soil and water conservation, etc., and strengthen the sharing and application of credit evaluation results.

  Since the introduction of the "Measures for Enterprise Environmental Credit Evaluation (Trial)" (hereinafter referred to as the "Measures") at the end of 2013, my country has gone through nearly ten years of environmental protection credit construction and achieved positive results.

All regions are actively exploring the environmental protection credit supervision model, and a batch of replicable and scalable institutional innovations and practical innovations have been formed.

  5 colors to distinguish corporate credit

In March 2021, the Nanjing Municipal Bureau of Ecology and Environment imposed two administrative penalties on the company's unapproved nighttime construction in Area A.

  In October 2021, the company has no more environmental violations, the publicity period of administrative punishment has expired, the environmental protection credit has been restored, the limited loan quota with a total amount of nearly 1 billion yuan has been restored, the capital chain risk has been resolved, and business operations have returned to the right track.

  According to statistics, by the end of 2021, the loan balance of major banking institutions in Jiangsu Province to enterprises participating in environmental credit evaluation in the province was 1.99 trillion yuan, an increase of 802.3 billion yuan from the end of the previous year.

Among them, the balance of loans to green and blue grade enterprises totaled 1.98 trillion yuan, accounting for 99.25% of the balance, an increase of 800.7 billion yuan over the end of the previous year.

Measures such as urging rectification, compressing and exiting, and clearing and disposing of red and black-rated enterprises were taken, involving a total loan balance of 3.7 billion yuan, and the balance accounted for only 0.19%.

  As early as the end of 2013, the "Measures" included 21 indicators in four aspects: pollution prevention, ecological protection, environmental management, and social supervision into the evaluation system. Enterprises, carry out environmental credit evaluation, and classify and manage environmental integrity, good, warning, and bad enterprises.

  The national unified environmental impact assessment credit platform was launched in November 2019.

  At present, 31 provinces (autonomous regions and municipalities) across the country have carried out environmental credit evaluation to varying degrees.

From 2013 to 2021, according to incomplete statistics from 12 provinces (cities): Hebei, Liaoning, Jiangsu, Zhejiang, Anhui, Fujian, Shandong, Henan, Hunan, Guangdong, Chongqing, and Sichuan, more than 740,000 companies have been evaluated (times ).

  On this basis, provinces (autonomous regions and municipalities) explore and innovate environmental credit evaluation indicators with local characteristics in combination with local characteristics and actual work practices.

For example, the total score of the environmental credit evaluation of Zhejiang enterprises is 1000 points, including three first-level indicators, including environmental compliance (300 points), environmental management and ecological protection (300 points), and social responsibility (400 points). Several secondary indicators; Gansu places enterprise environmental protection standardization construction and enterprise environmental protection credit evaluation in the same framework, and adopts a 500-point scoring method. The indicators cover 5 categories of 27 items and 122 specific requirements, such as the implementation of the main responsibility of environmental protection and the operation and management of pollution control facilities. .

Liaoning, Jiangsu, Hunan, Guangxi and other places use the environmental behavior scoring system for evaluation, and on the basis of the initial score, the corresponding points are scored according to the deduction or bonus indicators.

Since 2020, the Zhejiang Provincial Department of Ecology and Environment has taken the lead in jointly printing and distributing the "Memorandum of Cooperation in the Implementation of Credit Joint Rewards and Punishments in the Ecological Environment Field of the Yangtze River Delta Region (2020 Edition)" in cooperation with the credit departments of Zhejiang Province, Jiangsu Province, Anhui Province, and Shanghai Municipality in the Yangtze River Delta. Promote the integrated management of environmental protection credit in the Yangtze River Delta region.

  In terms of promoting the sharing of credit information and mutual recognition of results, establish a mechanism for sharing and pushing environmental credit evaluation results in the Yangtze River Delta region. Based on the unified social credit code, environmental protection such as administrative licensing, administrative punishment, environmental credit evaluation results, and the results of serious untrustworthy lists will be integrated The credit information is pushed to the "Credit Yangtze River Delta" platform to realize the collection and sharing of credit information in the field of ecological environment.

Since 2020, three provinces and one city have announced a total of 264 seriously dishonest enterprises on the "Credit Yangtze River Delta" platform, providing support for cross-regional credit joint rewards and punishments in the field of ecological environment.

  In the future, it will be inevitable to promote credit classification and classification supervision in the field of ecological and environmental protection, optimize the allocation of supervision resources based on credit risk, and improve the accuracy and effectiveness of supervision, which is also an important content specified in the "Opinions".

In the face of such a large number of market entities, the traditional supervision mechanism focusing on inspections has obviously been unable to meet the needs of development.

The promotion of credit classification and supervision in key areas such as ecological and environmental protection is to use highly developed digital technology and learn from the operation logic of the commercial rating mechanism to quantify and classify the ecological and environmental protection risk management indicators of enterprises, and accurately depict the "credit risk profile" of the enterprise. The regulatory authorities can take targeted regulatory measures according to the credit risk status of the enterprise.

For high-risk enterprises, high-risk areas, and high-risk issues, more regulatory resources can be allocated.

For low-risk companies, a more relaxed and flexible regulatory approach can be adopted.

As a result, precise supervision, key supervision, source supervision and credit supervision can be more effectively achieved.
