The specific contents are as follows:

  Market supervision bureaus (departments and commissions) of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps:

  In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council on strengthening the protection of trade secrets, and based on the national strategic planning and layout, we will further improve the level of protection of trade secrets in key areas, enhance the innovation capabilities of key industries, maintain the security and stability of the industrial chain and supply chain, and help develop new productive forces. , the State Administration for Market Regulation decided to launch the third batch of national innovative pilot projects for the protection of trade secrets. The relevant matters are hereby notified as follows:

  1. Pilot subject

  The third batch of innovation pilots will be carried out in cities with independent state planning, sub-provincial cities, prefecture-level cities, municipalities and districts (counties), and applications shall be submitted by local people's governments.

  2. Working steps

  (1) Pilot application. People's governments in various regions shall voluntarily submit applications for innovation pilots based on the business secret protection status and development needs of their respective regions, carefully prepare application materials (see attachments for requirements) and submit them to provincial market regulatory authorities.

  (2) Recommend the best. After the provincial market regulatory authorities conduct a preliminary review of the innovation pilot application materials submitted by various localities, they will select the best ones and report them to the State Administration for Market Regulation.

  (3) Evaluation argument. The State Administration for Market Regulation organized experts to evaluate and demonstrate the innovation pilot application materials, and selected 5-10 areas where local governments attach high importance, have clear work ideas, clear innovation directions, outstanding advantages in key industries, and good work foundations as the third batch of innovation pilots area.

  3. Work requirements

  Provincial market supervision departments must attach great importance to the third batch of pilot work, effectively organize the application and preliminary review, and strengthen follow-up guidance after the pilot list is determined. The market supervision department in the place of application must promptly report to the local party committee and government for instructions, actively seek support, and effectively complete the innovation pilot application work.

  All provincial market regulatory authorities are requested to submit the recommendation list and application materials to the State Administration for Market Regulation (Price Supervision and Competition Bureau) through the "Official Document Exchange System" before April 30, 2024.
