Colonel-General Mikhail Mizintsev has been appointed Deputy Minister of Defense of the Russian Federation, responsible for the logistics of the Armed Forces of the Russian Federation, the press service of the defense department reports.

Mizintsev has served as head of the National Defense Control Center of the Russian Federation since December 2014.

He was also awarded the Order of Merit for the Fatherland, 2nd class, Order of Honor, Order of Service to the Motherland in the Armed Forces of the USSR, 3rd class, and various medals.

The rank of Colonel General was awarded to him in February 2017.

At the same time, Army General Dmitry Bulgakov was dismissed from the post of Deputy Minister of Defense of the Russian Federation "in connection with the transfer to another job," the Russian Defense Ministry added.

He has held this post since July 2010.

Bulgakov graduated from the Volsk Higher Military School of Logistics in 1976, and eight years later - from the Military Academy of Logistics and Transport.

After that, he served in various administrative positions.

In 1996, Bulgakov graduated from the Military Academy of the General Staff, after which he was appointed chief of logistics staff - first deputy chief of logistics of the Moscow Military District, and in 1997 - chief of logistics staff - first deputy chief of logistics of the Armed Forces of the Russian Federation.

In the period from 2008 to 2010, he served as Chief of Logistics of the RF Armed Forces - Deputy Minister of Defense of the Russian Federation.

According to the agency, Ukrainian troops in the Kharkiv region and the Donetsk People's Republic lost more than 140 servicemen killed and wounded and 19 units of military equipment.

The 14th, 66th and 92nd mechanized brigades of the Armed Forces of Ukraine suffered losses.

Along with this, as a result of high-precision strikes by the Russian Aerospace Forces on the positions of the 28th mechanized and 59th motorized infantry brigades of the Armed Forces of Ukraine, as well as the 61st infantry jaeger brigade in the Nikolaev region, over 200 nationalists, three tanks and 16 armored fighting vehicles were destroyed.

In addition, a missile strike was launched at the point of temporary deployment of foreign mercenaries near Kalinovka, Mykolaiv region, as a result of which up to 300 militants were eliminated.

“As a result of an unsuccessful attempt by the 10th Mountain Assault Brigade of the Armed Forces of Ukraine in the direction of the settlement of Berestovoe in the Donetsk People's Republic, 48 Ukrainian servicemen, including seven officers, were liquidated.

Four units of armored vehicles were destroyed,” said the official representative of the Russian Defense Ministry, Lieutenant General Igor Konashenkov.

Partial mobilization explanation

On the eve of the Ministry of Defense of the Russian Federation, it was clarified who is not yet subject to conscription for military service as part of partial mobilization.

As follows from the message of the department, we are talking about employees of accredited organizations operating in the field of information technology;

employees of Russian telecom operators who are involved in ensuring the stability, security and integrity of the functioning of communication facilities, data processing centers, as well as public communication facilities and lines of the Russian Federation;

employees of organizations that ensure the stability of the national payment system and financial market infrastructure;

employees of backbone organizations in the field of information and communication.
