“A criminal case has been initiated on the grounds of a crime under Part 1 of Art.

356 of the Criminal Code of Russia (ill-treatment of the civilian population, the use of prohibited means and methods in an armed conflict) against military personnel of the Armed Forces of Ukraine, ”the UK said.

According to the investigation, on September 1, the Ukrainian military fired heavy weapons at civilian infrastructure facilities in the village of Rubtsy, Krasnolymansky district of the Donetsk People's Republic.

As a result, 13 employees of the Ministry of Emergency Situations of the DPR, who were performing search and rescue operations, were killed and nine were injured.
