  Geng Shuang pointed out that the United States has recently put China on the top hat of "the world's third largest nuclear power", vigorously exaggerated the "US-Russia-China nuclear arms race" and trumpeted the "trilateral arms control negotiations."

This is just a trick for the United States to divert international attention. It is intended to create an excuse for its refusal to fulfill its special priority responsibility for nuclear disarmament, and to find reasons for its seeking to unbind itself and establish absolute military superiority.

  Geng Shuang said that China adheres to a self-defense nuclear strategy and always maintains its nuclear force at the lowest level required for national security. It has not and will not engage in a nuclear arms race with any country in the past.

China’s nuclear power is not in the same order of magnitude as the United States and Russia. It is unfair, unreasonable, and unfeasible to require China to participate in trilateral arms control negotiations.

China will not agree and will never accept any coercion or blackmail.

  Geng Shuang emphasized that China’s non-participation in the so-called “trilateral arms control negotiations” does not mean that China evades its own nuclear disarmament responsibilities and refuses to participate in international nuclear disarmament efforts.

From the first day of possession of nuclear weapons, China has advocated the complete prohibition and thorough destruction of nuclear weapons, declared that it will not be the first to use nuclear weapons at any time and under any circumstances, and pledged to unconditionally not use or threaten to use nuclear weapons against non-nuclear-weapon states and nuclear-weapon-free zones.

China is the only country among the five nuclear powers that has made this commitment.

China is willing to conduct meaningful dialogues with other countries on strategic security issues on the basis of mutual respect, and will continue to participate in the arms control discussions under the framework of the United Nations, the Conference on Disarmament, and the Five Nuclear Powers.
