“The exchange will be considered fully completed only when Kiev fulfills certain requirements. Ukraine must provide all documents testifying to the complete completion of all procedures necessary for exemption from criminal punishment for all persons subject to exchange, ”the Donetsk News Agency quoted the minister as saying.
She also thanked Russia and the OSCE for their assistance in organizing the exchange procedure.
According to Nikonorova, the exchange took place - "only the first step in implementing the agreements undertaken by Ukraine" in the framework of the Minsk process.
Earlier, Russia's envoy in the contact group, Boris Gryzlov, said that Ukraine and the Donbass agreed to end the criminal prosecution of the released persons.
