22.15 The Security bill wanted by Salvini, containing stricter rules on immigration and urban security, does not apply retroactively. The Cassation clarified the appeal of the Interior Ministry against 3 cases of granting permits for humanitarian reasons. The Cassation also states that the only fact of being socially and economically included in Italian society is not enough to give humanitarian permits, for which it is necessary to compare the "compromise" of human rights in the applicant's country of origin.
