The signing was inside. Ana Pastor will be the number two of Pablo Casado on the PP list for Madrid to the Congress of Deputies, as EL MUNDO has learned. The former president of the lower house thus happens in that honorary position to Adolfo Suárez, who happens to be number three.

The incorporation of Pastor as an electoral ticket has a marked symbolism, since it is one of the policies most similar to Mariano Rajoy. The former Minister of Development and Health is also an iconic representative of the Galician PP, led by Alberto Núñez Feijóo, the baron with more chevrons and party predicament.

The Madrid ballot is the most defining of all, because it is the national party's presentation card. And on this occasion, unlike April 28, the list will have a strong management component, just the one that Casado wants to emphasize.

Among others, former ministers Isabel García Tejerina and Elvira Rodríguez will have a prominent place. Both, with economic profile and seniority. The first changes its constituency and goes from Valladolid to Madrid, to reinforce the main list. The second returns to politics after its passage through the National Securities Market Commission and the Tragsa company (with 51% of public capital).

The probable number four will be Ana Beltrán, which would be followed by other names such as Antonio González Terol, José Ignacio Echániz, Carlos Aragonés - former Cabinet Director of José María Aznar, who improves positions - and Pilar Marcos. In addition, Gabriel Elorriaga, current director of legal advice of the parliamentary groups of the PP and former Secretary of State, also enters Aznar.

It remains to be seen the lace of Edurne Uriarte and Marimar Blanco, who in April were on the list for Madrid and could now go through Bilbao and Álava, respectively. Although until the last minute - the lists can be presented until the end of Monday - the PP reserves the possibility of making a change of position, that is the intention of Pablo Casado.

That Pastor is the number two of the PP in the elections is the rubric of the center turn - or, at least, at more moderate positions - that the party president has undertaken. The first step was the change of tone and speech, which caused the applause of the barons in the last National Executive Committee. In addition, this Sunday the popular leader announced, in his interview with this newspaper, that if he takes "one more seat" than Pedro Sanchez in the elections next November 10, he will look for "a formula of governance, even with the PSOE." That is to say, it no longer rules out a pact that could converge on centrality, in the face of the current "bloquism". The new composition of the Madrid list, with Ana Pastor as standard, will confirm this new strategy.

It is true that a sector of the PP, with the main barons in the lead, demanded the return of Fátima Báñez, former Minister of Employment. But she remains focused on her return to the private sector, according to close sources. It happens that the incorporation of Pastor to the list by Madrid generates unanimous acceptance in the party, where it is considered a reference. Not only as president of the Congress of Deputies, where she obtained widespread applause from opposition groups, but for her economic work at the head of the Ministry of Development.

Something similar happens with Isabel García Tejerina, current vice secretary general of Sectorial of the PP. It is another of the former ministers (of Agriculture, if any) that give economic muscle to the Madrid ballot. Casado values ​​his experience in negotiations in Brussels and his technical solvency.

But the novelty is that of Elvira Rodríguez, former Minister of the Environment with Aznar, who returns to Congress seven years after leaving the deputy minutes to become president of the National Securities Market Commission. Her term ended in October 2016, and a few months later she was appointed president of Tragsa (a company owned by the Sepi at 51%), since she currently holds. This Saturday he already attended the economic convention of the PP in Córdoba, a prelude to his reappearance in the political arena.
