China News Service, Shanghai, February 20 (Pufan) The "Physical Examination and Assessment Report on the Implementation of the Land and Space Master Plan of the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone (2023)" was officially released on the 20th. This is the first comprehensive physical examination of the implementation of the "Yangtze River Delta Ecological Green Integrated Development Demonstration Zone Land and Space Master Plan (2021-2035)" (hereinafter referred to as: Demonstration Zone Master Plan), marking the completion and approval of the Demonstration Zone Master Plan , implementation, and full-process closed-loop management of physical examinations.

  In February 2023, the master plan for the demonstration area was approved. This plan is the country's first cross-provincial land and space plan. This physical examination evaluation focuses on the clear goals and tasks of the demonstration area's master plan, and uses 2020 as the planning base year to conduct a comprehensive assessment of the implementation of the demonstration area's master plan in 2021 and 2022.

  The physical examination evaluation report believes that since the inauguration of the demonstration zone, the two provinces and one city have strictly implemented the requirements of the master plan of the demonstration zone, the land space protection and development pattern has continued to be optimized, the level of regional integrated space governance has been significantly improved, and plans have been uniformly prepared, jointly submitted for approval, and jointly implemented. The management system has been basically established, which has effectively supported the high-quality economic and social development of the demonstration area.

  The evaluation report pointed out that the "1+1+N+X" territorial spatial planning system of "cross-domain integration and regional collaboration" in the demonstration area has been basically established, and the cross-regional spatial collaborative governance mechanism has made new breakthroughs. The so-called "1+1+N+X", the first "1" refers to the master land and space plan of the demonstration area, the second "1" refers to the master land and space plan of the pilot start-up area that was approved this time, and "N" means multiple Special plans in key areas, "X" refers to several detailed plans.

  In terms of ecological security, the demonstration area implements the strictest farmland protection system and strictly adheres to the permanent basic farmland protection red line. The demonstration area has an ecological protection red line of 143.32 square kilometers. According to the physical examination, there are no illegal new construction activities within the ecological protection red line. The urban development boundary constraint has an obvious effect, and land use efficiency has been continuously improved. By the end of 2022, a net reduction of 12.55 square kilometers in the total scale of construction land has been achieved.

  In terms of the implementation of major projects, the demonstration zone has promoted a total of 145 key projects in the four years since its establishment. Comprehensively promote key ecological projects such as "One River and Three Lakes"; accelerate the construction of three-dimensional and multi-level rail transit networks such as the Shanghai-Suzhou Railway, the Shanghai-Sujia Intercity Railway, and the west extension of Rail Transit Line 17; Donghang Road-Kangli Avenue, Fuxing Road - Inter-provincial dead-end roads such as Shuguang Road have been completed and opened to traffic, making the flow of inter-provincial elements smoother.

  In terms of green innovation, the demonstration zone has established a dual-carbon work system, accelerated the construction of projects such as the near-zero carbon community in the Water Village Living Room and ultra-low energy consumption in the Fangting Water Courtyard, and promoted the green transformation of production methods and lifestyles. The proportion of total social research and experimental development (R&D) funds in the regional gross product (GDP) increased to 3.81%, and the regional GDP per unit of construction land increased by 19.6%.

  In terms of integrated spatial collaboration, the demonstration zone promotes the sharing of high-quality public services. As of the end of 2022, 3 batches of jointly constructed and shared public service lists have been released, involving 45 policies to facilitate and benefit the people. (over)
