The notice stated that in order to implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Construction of a National Unified Market" and the "Opinions on Promoting the Construction of a Social Credit System with High-Quality Development and Promoting the Formation of a New Development Pattern" issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council In the spirit of other documents, further strengthen the coordination and linkage of credit repair, build an efficient and convenient credit repair system, and protect the legitimate rights and interests of credit subjects. In accordance with the "Management Measures for Credit Information Restoration after Correction of Untrustworthy Behavior (Trial)" (National Development and Reform Commission Order No. 58 ) and the relevant requirements of the "Notice of the State Administration for Market Regulation on Issuing the "Market Supervision and Administration Credit Repair Management Measures" (Guo Municipal Credit Regulation [2021] No. 3), the "Credit China" website and the national enterprise credit information disclosure system are now further improved Work related to the credit repair collaborative linkage working mechanism.
The notice pointed out that all regions must fully understand the importance of coordinated and joint work on credit repair, strengthen communication and docking, resolutely break data barriers, and effectively solve the problem of "multiple repairs". The leading departments for the construction of the social credit system at the provincial level (hereinafter referred to as the "leading credit departments") and the market supervision departments shall share information on the credit repair results generated by their respective systems on a daily basis (including information on the expiration and cancellation of lower fines), Relevant information will be submitted to the "Credit China" website and the national enterprise credit information publicity system, so that the two systems can be repaired simultaneously.
Provincial-level credit departments and market supervision departments must establish and improve credit repair collaborative linkage working mechanisms, do a good job in workflow and technical adaptation within their respective systems and between the two systems, discover and solve problems in a timely manner, and ensure the sharing of repair data, Repair results are mutually recognized.
The National Public Credit Information Center and the Network Data Center of the State Administration for Market Regulation should strengthen collaboration to provide technical support and guidance for provincial departments to share and exchange information on the "Credit China" website and the national enterprise credit information disclosure system.
The notice requires that all regions complete the above work before February 29, 2024. The National Development and Reform Commission and the State Administration for Market Regulation will conduct joint inspections and report areas with poor progress.
