  According to Xu Changxing, deputy director of the Standards and Technology Department of the State Administration for Market Regulation, the use of toxic and harmful express packaging is prohibited around the red lines of ecological protection and personal health. The approved and released "Limits of Heavy Metals and Specific Substances in Express Packaging" (GB 43352-2023) is the first regulation on Mandatory national standards for express packaging.

  "The standard proposes overall and individual limit requirements for heavy metals such as lead, mercury, cadmium, and chromium for express packaging products such as paper, plastics, textile fibers, and composite materials, and stipulates solvent residues, bisphenol A, Limit requirements for specific substances such as phthalate esters, and test methods and sampling preparation requirements are given to provide technical basis for the production and testing of express green packaging."

  Jin Bing, deputy director of the Policy and Regulation Department of the State Post Bureau, said that the mandatory national standard "Limits of Heavy Metals and Specific Substances in Express Packaging" released this time has set a six-month transition period.

During the transition period, all production companies must improve and upgrade relevant processes, technologies, equipment, raw material selection, etc. as soon as possible. Postal companies and express delivery companies must speed up the digestion of inventory packaging to ensure that express packaging products are produced, sold and used after the standard is officially implemented.   He emphasized that after the standard is officially implemented, the State Post Bureau will work with the market supervision department to increase inspection and enforcement of the production, sales, testing, and use of express packaging supplies.
