It is proposed that by 2025, my country's manufacturing industry will make positive progress in the development of pilot tests, the pilot test capabilities of key industrial chains will be basically fully covered, the level of digitalization, networking, intelligence, high-end, and green will be significantly improved, and the pilot service system will continue to improve , more than 5 pilot test platforms with internationally advanced levels have been built, the pilot test development ecology has been further optimized, a number of independently developed pilot test software and hardware products have been put into use, and the role of pilot tests in supporting the manufacturing industry has been significantly enhanced.
By 2027, my country's manufacturing industry will achieve remarkable results in the development of pilot tests, the formation of advanced pilot test capabilities will be accelerated, the high-quality and efficient pilot test service system will be more complete, and the pilot test development ecology will be more complete, providing strong support for the high-quality development of the industry.
A mature and complete industrial ecology is an important guarantee for the pilot innovation and development of the manufacturing industry.
The "Implementation Opinions" propose measures to improve the industrial ecology from many aspects.
The first is to break through key technology products.
Accelerate the research on key technologies, focusing on breakthroughs in key pilot technologies such as extreme complex environment testing, reliability simulation analysis, and digital twins, as well as basic common technologies such as metrology, standards, test testing, and analysis and evaluation.
Make breakthroughs in software and hardware products,
promote pilot software and hardware to make up for shortcomings and forge long boards, solve the problem of stuck points and breakpoints, and
increase the supply of high-quality products and services.
The second is to develop and expand market entities.
Benchmark the international advanced level and cultivate a group of leading enterprises in the fields of instrumentation, measurement standard devices, test and detection equipment, design simulation software, etc. with ecological leadership capabilities.
Continuously enhance the innovation capabilities and core competitiveness of pilot software and hardware products, promote high-quality independent products to be tested first during the construction of pilot lines, and improve the system integration capabilities of pilot lines.
The third is to consolidate and develop basic capabilities.
Strengthen standards support and guidance, establish and improve the pilot standard system and release a number of key standards.
Strengthen measurement service guarantees and establish a batch of high-accuracy, high-stability measurement standard devices and measurement reference material libraries that are urgently needed for pilot development.
Create a team of professional talents and cultivate a team of comprehensive talents who understand products, manufacturing, testing, equipment, and safety, as well as outstanding engineers who are good at solving complex engineering problems.
