He said that in the process of formulating the "Interim Measures", the Radio Administration of the Ministry of Industry and Information Technology will start from the aspects of better meeting the new situation and new needs of the frequency use of civil unmanned aircraft communication systems, supporting industrial development, and facilitating the use of users, focusing on the following considerations:

The first is to clarify the scope of management. It is further clarified that the type approval, radio frequency use, and radio station installation and use of civil unmanned aircraft communication system radio transmission equipment will be included in the scope of radio management, so that the management policy can be effectively connected with the higher-level law.

The second is to refine the management requirements. It further clarifies the management requirements for radio transmission equipment of civil unmanned aircraft communication systems, optimizes and adjusts the available frequency ranges for remote control, telemetry, information transmission, detection, and autonomous obstacle avoidance of civil unmanned aircraft communication systems, clarifies the requirements for handling the license of radio stations for civil unmanned aircraft communication systems, and stipulates matters such as carrying other radio stations (stations).

The third is to highlight the streamlining of administration and delegation of power. It is further clarified that the radio transmission equipment of the communication system of micro-power short-range civil unmanned aerial vehicles does not need to obtain type approval, frequency use license and radio station license; It is clarified that some civil unmanned aircraft system radio stations are managed in accordance with the ground public mobile communication terminals, and there is no need to obtain a radio station license, so as to further streamline administration and delegate power, facilitate user use, and promote industrial development.

Fourth, strengthen the supervision of use.
