In August this year, the Beijing Municipal Public Security Bureau, the Beijing Municipal Transportation Commission and other seven departments jointly issued the "Notice on Strengthening the Management of the Use of Electric Tricycles in the Industry" stipulates that since November 8 this year, the electric tricycles used in the three livelihood service industries such as postal delivery, landscaping and sanitation will be replaced with legal and regular pure electric three-wheeled cargo motorcycles, and the traffic management department will issue "Beijing C" motorcycle license plates to these vehicles.

For couriers, garden and sanitation workers who need to drive electric tricycles on the road, the requirement of "people holding certificates and car licenses" makes obtaining motorcycle driver's licenses a necessity in their work. Night training, the training ground is busy learning to drive

Zhou Meng told reporters that 10 trainees should be led to train around the pile every day, and the largest number of trainees in the recent past are couriers and sanitation workers. "This year, there are a lot of students who have signed up to learn three-wheeled motorcycles, especially in the summer, many companies organize employees to sign up for Xi, for which we have also opened night training. The opening of night training is a new measure taken by many driving schools in Beijing this year to meet the demand for motorcycle driving license training.

At present, these courier brothers have all obtained motorcycle driving licenses.

Mr. Zhao further revealed that although whether there is a motorcycle driver's license is not a mandatory requirement for express delivery outlets to join the delivery brother, new employees will be required to obtain a driver's license as soon as possible and follow up the progress of signing up for Xi.

Standardize management and realize "people holding licenses and car licenses"

According to the statistics of the Beijing Municipal Traffic Management Department, in 2022, there were 131 fatal traffic accidents involving illegal electric three- and four-wheeled vehicles in Beijing, resulting in 138 deaths, and in 2023, 85% of the drivers in the fatal traffic accidents of illegal electric three- and four-wheeled vehicles in Beijing had never received driving training.

Since the practitioner already has some driving experience, it is particularly important to correct the bad driving Xi habits that have been formed through training. Zhou Meng said that in the driving school training, students should not only systematically learn Xi traffic safety laws and regulations and safe and civilized driving knowledge, but also strictly require the instructors to wear helmets, abide by road signs and markings, repeatedly emphasize that drunk driving and fatigue driving are strictly prohibited, and will let students understand the potential threat posed by bad driving Xi habits through case analysis.

In addition to the requirement of "people holding certificates", the standardized management of electric tricycles is also ongoing. It is understood that Beijing has been carrying out unified and standardized management of express electric tricycles since 2016, and by 2022, it has been upgraded to "unified appearance identification, unified vehicle code, unified accident insurance, unified vehicle model, unified installation and positioning, unified vehicle annual review, unified personnel training, unified helmet wearing" and other "eight unified" standardized management.

To apply for a motorcycle license plate in the "Beijing C" section, the vehicle needs to pass the inspection. Recently, the Beijing Municipal Vehicle Management Institute instructed a number of testing sites in the city to "come to the door for inspection", and the testing companies carried portable testing devices to conduct door-to-door testing of the vehicle in length, width and height, tire wear, whether the lamps and lanterns are complete, whether to install shelves and other tests. As early as July 2021, the five departments of Beijing jointly issued the "Notice on Strengthening the Management of Illegal Electric Three- and Four-Wheeled Vehicles", prohibiting illegal electric three- and four-wheeled vehicles from driving on the road from January 7, 2024. The period from November 1 to the end of this year is a buffer period for illegal vehicles in postal delivery, landscaping, sanitation and other industries to withdraw one after another and gradually replace them by compliant vehicles, which is used to ensure that people's livelihood services are sustainable and uninterrupted, and vehicle replacement is operable and not rushed.

Gu Dasong, executive director of the Traffic Rule of Law and Development Research Center of Southeast University, said that postal delivery, gardening, sanitation and other livelihood industries have become an indispensable part of urban life, and the standardized management of the industry is not only related to traffic safety, people's livelihood protection, but also related to the protection of the rights and interests of practitioners. The setting of the buffer period seeks a balance between maintaining traffic safety and order and ensuring that production and life are not affected, "which is equivalent to giving the industry stable expectations, and must be standardized at that time".

During the interview, some practitioners also expressed their troubles to reporters: "According to the license plate of motorcycles, if an accident occurs while driving on a non-motorized road, will it be judged as occupying the road?" and "If you temporarily stop and get off the car in a non-parking space on the side of the road to deliver parts, will you be ticketed?"

In this regard, experts suggest that the relevant industry authorities and the traffic management department of the public security organs should further clarify the regulations on the management and use of electric tricycles in the industry according to the development characteristics and development needs of the industry, so as to ensure that the management measures are reasonable and standardized.
