From the perspective of national security, it is necessary to strictly prevent some lawbreakers from using express delivery to transport guns, explosives, drugs, etc., and carry out acts that endanger national security and the safety of people's lives and property; It is necessary to strictly prevent some foreign anti-China hostile forces from infiltrating the territory by transmitting all kinds of illegal books, periodicals, leaflets, audio-visual products, etc. through mail channels. It is necessary to strictly prevent some countries from carrying out activities such as stealing intelligence secrets from China through mail channels; We must strictly prevent some of China's unique animal and plant samples and scarce metal resources from flowing abroad through mail and delivery channels, posing a real threat to China's non-traditional security.

Be the guardian of delivery security

Delivery security is related to national security, social stability and the safety of people's lives and property. Maintaining the safety of mail requires the joint efforts of the whole society.

In May 2023, 5 ministries and commissions, including the Ministry of State Security, jointly issued the "Special Action Plan for Safe Delivery" to strictly investigate and punish the illegal delivery of firearms and explosives, drugs, anti-propaganda materials, hazardous chemicals, infringing and counterfeit goods, wild animals and plants and their products, invasive alien species, fake and shoddy drugs, counterfeit money, tobacco and other illegal delivery behaviors, forming a high-pressure deterrent.

Postal express delivery enterprises shall earnestly implement the main responsibility for mail security, and fully implement the "three systems" of real-name receipt and delivery, receipt and delivery inspection, and security inspection. The broad masses of the people should raise their awareness of national security, strictly abide by laws and regulations, and refrain from purchasing or delivering prohibited items. Article 37 of the Postal Law of the People's Republic of China stipulates that "no unit or individual may use mail to deliver items containing the following contents: (1) inciting subversion of state power, overthrowing the socialist system, or splitting the country, undermining national unity, and endangering national security; (2) divulging state secrets; (3) Spreading rumors to disrupt social order or undermine social stability; (4) Inciting ethnic hatred or ethnic discrimination, or undermining ethnic unity; (5) Advocating cults or superstitions; (6) Disseminating obscene, gambling, or terrorist information, or instigating crimes; (7) Other content prohibited by laws and administrative regulations. ”

Article 78 of the Postal Law of the People's Republic of China stipulates that "postal enterprises and their employees, express delivery enterprises and their employees shall be investigated for legal responsibility in accordance with the law if they have endangered national security in their business activities; For express delivery enterprises, and by the postal administration to revoke their express business license. ”
