"Ding-dong! Hello, there is your express! Such a scene may be familiar to everyone, and receiving express delivery has almost become an indispensable part of our lives. A small express parcel connects thousands of households and is also related to national security.
There is big security in a small package
In 2022, China's annual express delivery business volume will reach 1105.8 billion pieces, of which the international express business volume will exceed 20 billion pieces. The flow of express parcels satisfies the people's pursuit of a better life and releases strong development momentum. China Express, together with China High-speed Railway, China Road, China Bridge and China Port, has become a beautiful Chinese business card.
At the same time, express delivery is closely related to personal safety, public safety, and national security. From the perspective of national security, it is necessary to strictly prevent some lawbreakers from using express delivery to transport guns, explosives, drugs, etc., and carry out acts that endanger national security and the safety of people's lives and property; It is necessary to strictly prevent some foreign anti-China hostile forces from infiltrating the territory by transmitting all kinds of illegal books, periodicals, leaflets, audio-visual products, etc. through mail channels. It is necessary to strictly prevent some countries from carrying out activities such as stealing intelligence secrets from China through mail channels; We must strictly prevent some of China's unique animal and plant samples and scarce metal resources from flowing abroad through mail and delivery channels, posing a real threat to China's non-traditional security.
Be the guardian of delivery security
Delivery security is related to national security, social stability and the safety of people's lives and property. Maintaining the safety of mail requires the joint efforts of the whole society.
In May 2023, 5 ministries and commissions, including the Ministry of State Security, jointly issued the "Special Action Plan for Safe Delivery" to strictly investigate and punish the illegal delivery of firearms and explosives, drugs, anti-propaganda materials, hazardous chemicals, infringing and counterfeit goods, wild animals and plants and their products, invasive alien species, fake and shoddy drugs, counterfeit money, tobacco and other illegal delivery behaviors, forming a high-pressure deterrent.
Postal express delivery enterprises shall earnestly implement the main responsibility for mail security, and fully implement the "three systems" of real-name receipt and delivery, receipt and delivery inspection, and security inspection. The broad masses of the people should raise their awareness of national security, strictly abide by laws and regulations, and refrain from purchasing or delivering prohibited items. The "courier brother" is on the front line of the receiving and sending process, and should better assume the job responsibilities in daily work and fulfill the obligation to maintain the safety of delivery. If you encounter a delivery act suspected of endangering national security, you should promptly call the 12339 report acceptance hotline, or log in to the www.12339.gov.cn Internet report acceptance platform, or report to the state security organs through the WeChat official account of the Ministry of State Security.
The state security organs will further improve the coordination mechanism with relevant departments, give full play to the advantages of the whole chain of supervision of the mail and delivery, block the source, cut the chain, and hit the terminal, severely crack down on acts that endanger national security through the mail channel, and build a solid barrier for the mail channel to safeguard national security.
