  In the past five years, China has continued to crack down on telecom and network fraud crimes.

  The report on the work of the Supreme Law submitted to the first meeting of the 14th National People's Congress on the 7th mentioned that in the past five years, 226,000 cases of telecommunications and network fraud and related crimes have been concluded, and a group of large cross-border telecommunications and network fraud criminals have been brought to justice .

  The work report of the Supreme Procuratorate submitted for deliberation on the same day also mentioned that over the past five years, in cooperation with the public security organs, telecommunication and network fraud crimes have been severely punished, digging out behind-the-scenes financial backers, severely punishing gang leaders, and doing everything possible to recover stolen goods and recover damages, prosecuting 193,000 people.

Build an anti-fraud synchronous governance system

  Cheng Wei, deputy to the National People's Congress and chairman of China Mobile Hunan Company, noticed that with the continuous evolution and upgrading of new technologies, new applications, and new business formats, various social dating websites, live broadcast software, and lending platforms have become the main battlefield for fraudsters to commit crimes .

Advanced technologies such as big data analysis, artificial intelligence, and machine learning are also being increasingly applied to all aspects of fraud.

  Cheng Wei suggested that a simultaneous anti-fraud governance system be built for Internet companies and the communications industry.

Improve the coordinated action mechanism for Internet companies and operators to deal with fraudulent phone cards, promote the simultaneous governance of Internet companies and operators, adjust the existing Internet account registration and verification based on mobile phone numbers to ID card number registration and verification, and remove the real-name system for Internet accounts Relying on the status quo of the mobile phone number real-name system.

  In addition, Cheng Wei also mentioned that it is necessary to consolidate the main responsibility of Internet corporate governance, and require Internet companies to conduct continuous verification of relevant Internet accounts associated with the phone cards involved in the case and the abnormal phone cards involved in fraud.

  Cui Haixia suggested that it is necessary to concentrate the talent and resource advantages of major Internet companies and telecommunications companies, make full use of cutting-edge technologies such as big data and AI intelligence, and develop a cross-industry and cross-enterprise national unified monitoring system to create a technological countermeasure "killer". Accurately identify and timely discover high-risk phone cards, abnormal accounts, and suspicious transactions, etc., to further increase the interception rate and increase the speed of dissuasion.

Build a joint anti-fraud system for police, enterprises and schools

  Judging from public cases, school students are also victims of telecommunications and network fraud.

  Cheng Wei suggested that education departments at all levels should be included in the main member units of the Anti-Fraud Coordination Office at all levels, effectively undertake the responsibility of anti-fraud education, popularize legal knowledge among students, and improve the awareness of the rule of law.

By exploring and constructing a cooperation mechanism among the police, enterprises, and schools to prevent and combat network telecommunications fraud, an effective joint force is formed to strictly prevent student groups from participating in telecommunications and network fraud activities, or to provide assistance for telecommunications and network fraud activities.

  "By carrying out activities such as anti-fraud publicity and education into schools and families, the pertinence and precision of campus anti-fraud publicity and education can be effectively enhanced." Cheng Wei suggested.

  Aiming at the continuous "innovation" of telecommunications network fraud methods, Cui Haixia suggested that it is necessary to continuously innovate the anti-fraud publicity and education methods of telecommunications networks, make full use of new media channels such as short videos, Weibo, and live broadcasts, and keep pace with the times to carry out anti-fraud themes. Immersive experience methods such as "Script Killing" and "Immersion Drama" restore the real scene of fraud through interactive forms, so that the public can feel it personally and be alert at all times.

Form a unified "fraud-related credit investigation and punishment database"

  From the perspective of credit investigation, Cheng Wei suggested building a joint punishment system for social credit investigation for telecom network fraud.

  He said that it is necessary to speed up the construction of online identity authentication public services, promote the establishment and improvement of fraud-related "blacklist" and "grey list" systems by various industry authorities, and form a unified "fraud-related credit investigation and punishment database" and real-name authentication and anti-fraud information verification. Services, open capabilities to the whole industry and the whole society, and simultaneously carry out credit investigation and punishment for individuals and units involved in telecommunications and network fraud.
