Without proper governance, artificial intelligence technology may have adverse real-world consequences." Said so at the International Forum on Artificial Intelligence Cooperation and Governance.

UN Resident Coordinator Chang Qide delivered a video speech at the 2022 International Forum on Artificial Intelligence Cooperation and Governance.

  The 2022 International Forum on Artificial Intelligence Cooperation and Governance is hosted by Tsinghua University, organized by the Institute of Artificial Intelligence International Governance (I-AIIG) of Tsinghua University, and China News Network as a strategic partner.

  Chang Qide said at the opening ceremony of the forum that from the rising cost of living to the intensification of global conflicts, we are living in an era of increasing uncertainty.

This has the potential to undermine human development and jeopardize the achievement of the Sustainable Development Goals.

Against this backdrop, AI has the potential to create enormous benefits for humanity and the planet, allowing us to more effectively address these global challenges.

  AI has the potential to improve access and quality of healthcare, provide tools to fight hunger, explore new frontiers of economic development and combat climate change, he said.

These are just some of the many ways in which artificial intelligence can contribute to global sustainable development.

At the same time, like any rapidly advancing new technology, AI carries risks, including undermining privacy, reducing human agency and accountability, widening income inequity, reducing job opportunities, and more.

  Chang believes that given the transformative potential of artificial intelligence, we must consider both the opportunities and risks it brings to ensure we build a more resilient future for all.

It is imperative to establish an international governance framework for artificial intelligence. If the governance is not done properly, artificial intelligence may have negative and real consequences.

Related issues of ethics, disinformation, data privacy, internet access and algorithmic bias can widen gaps and must be addressed.

  Chang Qide said that artificial intelligence governance must quickly go beyond discussion, formulate relevant normative frameworks, and match the cross-border nature of artificial intelligence itself with innovative multilateral, multi-party and multidisciplinary methods.

The United Nations will continue to play a convening role to facilitate dialogue, develop normative frameworks for AI governance, and facilitate international and multi-stakeholder cooperation in their development and implementation.
