The

Government

approved this Tuesday in the Council of Ministers the appointment of

Jorge Fabra

as the new

director general of the Recovery and Resilience Plan and Mechanism,

replacing

Rocío Frutos Ibor,

who had held that position since January 2021 but

had requested his resignation six months ago .

departure from the agency "for personal reasons"

, as sources from the Ministry of Finance have told EL MUNDO.

Fabra, to date, was responsible for the

General Subdirectorate of Programming

of the National Recovery Plan, one of the four subdirectorates included in that General Directorate -attached to the Ministry of Finance-, with which his appointment represents a

promotion

.

The Ministry does not report whether he will now maintain this position or someone will replace him at the head of the subdirectorate.

His former boss "

asked six months ago to leave the position

for personal reasons and

a month and a half ago he even submitted a letter announcing his resignation

, with which his substitution has been completed this Tuesday," they point out from the Ministry of María Jesús Montero.

The department he directed deals with

providing technical support to the Ministries

, Autonomous Communities and other entities involved in the plan;

propose milestones and objectives

with a view to possible expansions of the plan and

follow up

on those already agreed upon;

prepare reports and submit them to the balanced scorecard;

develop evaluations of the Plan;

monitor progress

;

prepare proposals and requests for payment;

o

follow up on budget modifications

related to the Plan.

They also deal with communication tasks;

to

select the operations that will be financed with

European funds;

communicate with the European Commission

;

propose regulatory developments;

coordination with the IGAE,

monitoring of the execution of the plan,

and

negotiation

and/or definition of the position of the Ministry of Finance and Public Administration

with the European Commission

and other institutions of the Regulation of the Recovery and Resilience Mechanism and, where appropriate, of its modifications, without prejudice to the powers of the Ministry of Economic Affairs and Digital Transformation, as stated in Royal Decree 682/2021, of August 3 , which develops the basic organic structure of the Ministry of Finance and Public Administration.

The

General Directorate of the Plan and the Recovery and Resilience Mechanism

is attached -along with another general directorate- to the General Secretariat of European Funds, which in turn reports to the Secretary of State for Budgets and Expenditures, attached to the Ministry of Finance.

Jorge Fabra's career

According to what was collected this Tuesday in the references of the Council of Ministers, Jorge Fabra has a

degree in Economics

from the Autonomous University of Madrid and

a Master's degree in Economic Analysis

from the University of Essex (United Kingdom).

He belongs to the Higher Corps of

Commercial Technicians and State Economists

since 2008;

He has been deputy deputy director of Strategic Analysis and the International Financial System at the General Secretariat of the Treasury, in charge of IMF affairs, and has worked as

an adviser in the cabinet of the AIREF presidency.

From 2013 to 2017 he worked as a national expert at the

Directorate General for the Economy (DG ECFIN) of the European Commission

in the secretariat of the Economic and Financial Committee, focusing on monitoring the implementation of the Stability and Growth Pact and, in particular, on the common methodology of the

output gap.

Between September 2018 and February 2021, he served as advisory member for European economic affairs in the

Department of Economic Affairs and G20

of the Presidency of the Government.
