This is the 12th consecutive year that the central departments have disclosed their final accounts to the public.

  This year's final accounts of central departments include four parts: department overview, department final accounts table, department final accounts statement, and terminology explanation.

Among them, the departmental final accounts table includes 9 statements, covering the overall situation of departmental revenue and expenditure and the revenue and expenditure of financial appropriation.

In addition to classified information, the final accounts of income, final accounts of expenditures, final accounts of general public budget fiscal appropriations and expenditures, final accounts of government fund budgets and financial appropriations, and final accounts of state-owned capital operation budgets and financial appropriations are detailed and disclosed to functional categories. Level subjects, general public budget financial appropriation basic expenditure final account details are detailed and disclosed to economic classification sub-level subjects.

  This year, more than 100 central departments are expected to disclose their final accounts to the public.

Compared with 2020, the performance information disclosure of central departments has a wider scope and greater intensity this year, and the number of project performance self-evaluation results and key project performance evaluation reports has continued to increase.

  This year, the Ministry of Finance focused on key areas such as science and technology and culture, and carried out key financial performance evaluations on 72 projects, involving a capital of 1.3 trillion yuan (RMB, the same below), and the number of projects and the scale of capital have increased significantly.

For the first time, central-level infrastructure investment projects, central-level state-owned capital operation budget projects, and local government special bond projects are included in the evaluation scope.

At the same time, the pilot program of overall expenditure performance evaluation of departments will be expanded.

  The departmental final accounts released by the Ministry of Finance on the 21st show that the budget for the fiscal appropriation of "three public" funds in 2021 is 22.8374 million yuan, and the final account of expenditure is 5.1441 million yuan, which is 22.5% of the budget.

The main reasons for the fact that the final accounts are less than the budgeted amount are: to implement the requirements of tight living conditions, implement strict economy, and strictly control the expenditure of “three public services”; due to the impact of the epidemic, some work was not carried out as planned.

  In 2021, the central government's expenditure at the same level will continue to grow negatively, and the saved funds will be used to enhance the financial security of local people's livelihood and ensure the bottom line of the "three guarantees" (guarantee basic livelihood, wages, and operation) at the grassroots level.

Yu Mingxuan, director of the Policy Science Research Center of Renmin University of China, analyzed that in recent years, China has cut taxes and fees on a large scale.

At the same time, reducing administrative operating costs, strengthening the management of "three public" funds, continuously improving the efficiency of financial resource allocation and the use of financial funds, and using more financial resources to improve people's livelihood and support market players, effectively hedged the downward pressure on the economy.

  Wang Dehua, director of the Financial Audit Research Office of the Institute of Financial and Economic Strategy of the Chinese Academy of Social Sciences, said that the disclosure of final accounts of central departments is more detailed and more targeted, which is an important part of enhancing fiscal transparency and building a "standardized and transparent" budget system. It will play a good demonstration role for the disclosure of final accounts of local departments.
