  Mr. Hu said that at about 9 o'clock, he tried to log in to the "Village Bank Advance Payment" applet, the processing channel for this advance payment, and began to display "the customer information is incorrect".

After that, he tried again and again, and the system prompted "too many operators, please try again later." Zhongxin Jingwei interviewed many customers who were in a similar situation to Mr. Hu, and they reported that "the system is stuck".

  At about 10:40, Mr. Hu successfully logged into the system and uploaded his identity information, and then the system got stuck again.

At about 11:20, another customer told Mr. Hu that the "advance application" had been successfully submitted. After entering the advance funds and the original bound bank card number, and agreeing to the advance payment agreement, it can be submitted.

  Sino-Singapore Jingwei saw on the screenshot of the advance payment agreement provided by the interviewee: "From the date when Party B receives the advance payment, Party B's right to recover the funds corresponding to the amount will be transferred to Party A. Disputes between parties A and B due to this agreement shall be negotiated. If the negotiation fails, either party may submit it to the Zhengzhou Arbitration Commission for an award.”

  At around 11:50, another customer told Sino-Singapore Jingwei that someone in the group said that the withdrawal was successful.

At about 12:00, Mr. Hu told Sino-Singapore Jingwei that someone in the group had posted a screenshot of the real-time transfer notice of other banks in online banking. The transaction amount was 50,000 yuan, and the name of the payer was "the first batch of advance funds from village and town banks".

  Regarding the phenomenon that the applet is stuck, Sino-Singapore Jingwei called the customer service number, and the relevant customer service staff said that since it was the first day of the opening of the applet, there were many customers, and there might be some network freezes. It is recommended that customers wait patiently and wait a moment. Try logging in again.

  Sino-Singapore Jingwei saw on Weibo that many customers posted screenshots of "advance application has been submitted" and waited for the funds to arrive.

  On July 11, the Henan Banking and Insurance Regulatory Bureau and the Henan Provincial Local Financial Regulatory Bureau jointly issued an announcement, saying that according to the investigation of the case and the recovery of funds and assets, the principal of the off-book business customers of 4 village banks including Yuzhou Xinminsheng Village Bank will be released. Advance advance work will be carried out by classification and batches.

The first batch of advances will be made on July 15, 2022, and the objects of advance payment will be customers with a combined amount of less than 50,000 yuan (inclusive) for a single institution and a single person.

If the combined amount of a single institution is more than 50,000 yuan, the advance payment will be made successively, and the advance payment arrangement will be announced separately.

  According to the announcement, the advance payment work is organized and implemented by the Henan Rural Credit Cooperative Union, which can be handled by logging in to the WeChat applet "Village Bank Advance Payment".

The "Village Bank Advance Payment" applet shows that the applet was registered on July 9, 2022, and the account subject is: Henan Rural Credit Cooperative Union.

  Sino-Singapore Jingwei has learned that customers from a single institution with a combined amount of more than 50,000 yuan also tried to log in to the applet, but they could not proceed to the next step after entering their mobile phone number.

Some customers told Sino-Singapore Jingwei that they are still waiting for the next batch of advance payments.

  According to CCTV Finance, after the completion of the advance payment of principals for customers below 50,000 yuan, the next step will be to start the advance payment for customers with other amounts.

The advance funds came from the funds obtained from the disposal of some of the assets of the New Wealth Group that were sealed up, seized and frozen by the local public security organs during the investigation and handling of the case.
