  Cao Renxian pays special attention to the issue of new energy on-grid electricity prices.

He analyzed that since the second half of 2020, the prices of materials and equipment related to the photovoltaic industry chain such as polysilicon have risen. In addition, photovoltaic power plants need to be equipped with a certain proportion of energy storage systems as required, and investment has increased. Overall, the power generation cost of photovoltaic power plants has increased by 20%— 25%.

  "Because the on-grid electricity price is based on the benchmark price of coal in various places and is relatively low, the return on investment of photovoltaic power plants has fallen sharply or even lost money." Cao Renxian said.

  Zhang Tianren mentioned that some areas have insufficient capacity to absorb new energy power. For example, the "Three Norths" areas with concentrated wind power installed capacity are far away from the load center, so it is difficult to consume on-site, and the development of the power grid is lagging behind.

In addition, the development goals of new energy power are frequently adjusted, and special plans at all levels cannot be effectively connected. There have been problems such as disconnection between local planning and national planning, and disconnection between new energy power generation and power grid planning.

The current project development method often allocates new energy resources to entities who have no desire to hold operating projects for a long time, and even breeds a group of middlemen who specialize in resource transfer information introduction. .

  How to promote the healthy development of the new energy power generation industry, the representatives gave their suggestions.

  In terms of new energy on-grid electricity prices, Cao Renxian suggested that the guaranteed purchase price of new projects should be determined based on the kWh cost of photovoltaic power plants in various regions plus reasonable income, and the price should be calculated once a year.

  He also suggested that the green power trading market should be accelerated to mature, and a mandatory green power trading market with quota system should be established in a timely manner to release the development potential of both green power suppliers and demanders; and a price mechanism for the energy storage system of photovoltaic power plants should be established as soon as possible.

  "It is recommended to issue a special plan for energy storage as soon as possible to promote the implementation of support policies for the allocation of energy storage facilities for new energy projects... to ensure that new energy can be delivered, supplied and used well." Zhang Tianren said.

In addition, he proposed that the interconnection of provincial power grids in the region should be strengthened to effectively alleviate the peak load regulation pressure in some regions; the mode of national financial subsidy support should be adjusted to promote reasonable pricing of products and avoid vicious competition.
