In order to prevent the leakage of advanced technology to foreign countries, the government has decided to introduce a system to keep patent applications in principle private if they are judged to be important for security.

I am planning to make a new bill and submit it to the ordinary Diet session starting next month.

In Japan, in principle, patents are published when they are filed by companies or individuals.

However, the battle for hegemony of high-tech technology between the United States and China has intensified, and Japan has been forced to respond from the perspective of economic security as to how to prevent the outflow of advanced technology.

For this reason, the government has decided to introduce a system in which disclosure of patents in principle is not disclosed if it is judged to be important for security.

The government will contribute the patent income that would have been obtained if it was made public in the form of compensation, and the government will also develop a system to prevent the applicant from being disadvantaged.

In Europe, the United States and China, there is a "secret patent system" that keeps patents for technologies related to the military private.

For products that are important for economic security, such as semiconductors, storage batteries, and pharmaceuticals, the national government investigates the supply chain of raw materials = supply chain, and if it is too dependent on a specific country, it provides subsidies for improvement. We will also create a system.

The government will create a new bill to realize such a system and submit it to the ordinary session of the Diet starting next month.
