Therefore, the first important task put forward in the "Opinions" is to ensure reasonable labor remuneration for couriers.

  "From the actual situation, delivery fee is the main source of income for couriers." Chen Kai, deputy director of the State Post Bureau, said that in recent years, the competition of express delivery has become increasingly fierce and the unit price of express delivery has continued to drop. While diluting corporate profits, it has caused terminal delivery fees for years. The decline has affected the normal benefit distribution mechanism, making it difficult for couriers to increase their income.

  To this end, the "Opinions" proposed that the "Guidelines for the Accounting of End-of-Express Delivery Expenses" will be formulated to urge enterprises to maintain a reasonable end-of-end delivery fee level in order to stabilize the income level of couriers.

According to Jin Jinghua, Director of the Department of Market Supervision of the State Post Bureau, the State Post Bureau has now guided the China Express Association to carry out a pilot project for terminal fee accounting in some cities in Jiangsu, Anhui, and Sichuan.

The "Opinions" clarified that it will further standardize the joining and employment management of enterprises. When enterprises formulate labor management rules and regulations, they should listen to the opinions of representatives of labor unions and couriers.

It is reported that at present, the top ten express delivery companies in the industry have established labor unions in accordance with the law. The enrollment rate of their own employees is over 70%, and the enrollment rate of labor outsourcing and franchised express companies is about 40%.
