Thus, Volynets noted that Russian President Vladimir Putin signed a decree according to which banks are prohibited from withdrawing money from debtors' accounts, whose income is below the subsistence level.

This decision is associated with the high debt burden of low-income citizens, a significant part of whom are families with children, the social activist explained.

At the same time, she said, she received appeals from parents of underage children, who are paid benefits at the expense of the federal budget, state extra-budgetary funds, the budgets of the constituent entities of the Russian Federation and local budgets, regarding the write-off by banks of the named funds from their current accounts for repayment existing debts on the initiated enforcement proceedings.

“In this regard, I ask you, dear Elvira Sakhipzadovna, to provide support and take another necessary step to resolve the most important aspect: to develop and implement a regulation on toughening banks 'liability for a serious violation of the current law, namely, for forced write-off of debts from debtors' the funds were received as state social support, ”the text of the appeal says.

At the same time, Volynets stressed that in accordance with the Federal Law "On Enforcement Proceedings", collection cannot be levied on benefits of citizens with children, paid from the federal budget, state extra-budgetary funds, budgets of the constituent entities of the Russian Federation and local budgets.

In addition, Volynets sent an appeal to the director of the FSSP of Russia Dmitry Aristov with a request to develop a procedure for requesting relevant information from credit institutions or debtors before the bailiffs make a decision. 

On June 29, Russian leader Vladimir Putin signed a law on the inviolability of the minimum income required for the existence of a debtor and his dependents.
