  The yacht industry is an important part of the tourism industry in Hainan Province, and Sanya yacht tours are popular among tourists.

Previously, due to the statutory requirements, there were many types of certificates for ship certificates for passenger-related ships and yachts, and there were problems such as a long period for completing the certificates and the number of times the ship was running. It was necessary for the cultivation of new forms of tourism consumption such as sea sightseeing tours and yacht cruises. The upgrading and development of industries poses certain constraints.

  Tan Ping, member of the Standing Committee of the Sanya Municipal Party Committee and Deputy Mayor, introduced that Sanya and Hainan Maritime Safety Administration launched the "multi-certificate integration", combining the "Ship Nationality Certificate" and "Minimum Safe Manning Certificate" and other 7 certificates required for passenger ships. The five certificates required for yachts and ships, including the "Certificate of Ship Nationality" and the "License of Ship Station of the People's Republic of China", are unified into the "Sanya Ship Management Certificate", and the validity period of all certificates is unified for 5 years.

  In response to issues such as the high number of ship runs, Sanya City and Hainan Maritime Safety Administration have implemented "one-net-to-management" and trialed "electronic certificates", which shortened the approval process that originally required administrative counterparts to run at least 5 times and took 56 working days. Up to one run, no more than 10 working days to complete, the approval time is reduced by nearly 82%, and the submission of application materials can be reduced by up to 19 items.

Each ship saves about 10,000 yuan in operating costs.

  It is reported that the policy was implemented on June 12 this year, and the first batch of 4 enterprises engaged in yacht tourism have received the "Sanya Ship Management Certificate" from the maritime department.
