Secretary of State Cédric O announced that 7 of the 100 billion euros of the recovery plan would be devoted to digital.

Between fighting the digital divide and supporting tech companies, here are the details of the budget. 

The measures in favor of digital, an area considered strategic by the executive, represent "at least" 7 of the 100 billion euros provided for by the recovery plan, according to calculations by the Secretary of State for Digital.

"Digital technology is one of the pillars of this recovery plan, like the environment," said Secretary of State Cédric O.

The recovery plan notably provides for a total of 3.7 billion for “start-ups and strategic digital technologies”.

Of this envelope, 500 million are reserved for fundraising for young French tech startups, notably through Bpifrance.

Aid for innovation from the Future Investments Program (PIA) will increase by 800 million euros over two years (+ 60%).

And 2.4 billion euros will be devoted to specific plans on "disruptive digital technologies: quantum, cybersecurity, artificial intelligence, the cloud (dematerialized computing, Editor's note), digital health, etc."

The government's goal: access to fiber for all by 2025

In addition, out of these initial measures of 3.7 billion, the government is planning 2.3 billion for the digital transformation of the State and territories and businesses, for which 585 million euros are planned, including 385 for VSE / SME / ETI.

Among the other envelopes announced, the government plans to increase by 240 million euros the funding already provided for the equipment of the territory with optical fiber.

It now displays the objective of a fully fiberized France by 2025, and optical fiber will be instituted as a "universal service", just like water or electricity.

The plan also includes "an unprecedented and historic effort" of 250 million euros to fight the digital divide.

This will include training "digital mediators", opening places of access to digital services, and building "simple and secure" tools so that third parties - social workers, local authority agents - can help. people to use the internet for their personal dealings.

In addition, 300 million are directed towards training in digital professions.

According to Cédric O, President Emmanuel Macron will speak "in the coming weeks" on digital, "a subject that is very close to his heart".

InfraNum, the federation of companies working on the fiber or mobile connection of the territories, called the plan a "strong signal" for the digital sector, while warning against the future financial consequences of the institution of fiber as "essential service".
