[Special Economic Zone 40 Years @ Governance Modernization] Expert: Credit system construction is an important starting point for improving governance modernization

  Although the new crown epidemic has had a major impact on the economy, it has also spawned many new opportunities and nurtured more new models. Xiamen turned crises into opportunities, took advantage of the situation, and made full use of opportunities such as 5G + big data for development.

  Among them, relying on personal credit, the "Egret Points" that has been implemented for two years, and guided by big data public welfare services, the people's livelihood application scenarios continue to expand, and it is providing many conveniences for all aspects of the lives of the residents of the special zone.

  Wang Su, director of the Industry Reform and Development Research Office of the Institute of Industrial Policy and Regulations, China Electronics Information Industry Development Institute, believes that the National Credit Big Data Innovation Center should be interpreted from two perspectives.

  First, the innovation center itself is an important infrastructure for the development and application of big data. With the innovation center, it is possible to coordinate various credit resources and import them into related fields, such as financial services, transportation, medical education, and so on. If it is not integrated with the industry, the pure big data technology will obviously lose a lot of value, and after it is integrated with the specific field, it can play its value in the industry.

  Second, from the perspective of governance, the construction of a credit system is an important starting point for my country to improve the modernization of its governance system and governance capabilities. There are many uncivilized phenomena in the current society, and their punishment may not reach the level of rigid legal constraints, but if they are not punished, it is obviously not conducive to turbulent and clear-cut. The construction of a credit system can regulate these behaviors, but the premise is that there must be a credit evaluation system, which depends on the integration of credit big data.

  Wang Su suggested that Xiamen City may need to extend its big data legislation in the future. For example, in Europe, there is the "General Data Protection Regulation" (GDPR), and some provinces (regions, cities) in China have also made progress in big data legislation. Xiamen City not only needs to establish a credit big data innovation center, but also needs further efforts in big data legislation and local legislation in the future.

  Wang Su also specifically explained the big data legislation, thinking that related work should be focused on four areas: personal data protection, government data disclosure, data circulation and transactions, and cross-border data flow issues.
