Not easy, in front of the bosses, to keep silent about a stimulus plan already "completed", but which will not be presented until September 3. Inaugurating this Wednesday the Medef Summer University, the Prime Minister, Jean Castex, delivered some additional details on the economic policy which will be carried out at the start of the school year.

He recalled the "power of means" of this plan, the 100 billion representing "four times more than the 2008 plan, a third of the state budget". And "it is, in terms of national wealth, the most significant stimulus plan announced to date among European countries," he said. What to remember from his speech? 20 Minutes takes stock.

  • Extension of partial activity

"The partial activity will remain open under its current conditions at least until November 1 and, beyond that, for two years, for all companies covered by an agreement on long-term partial activity", declared the Prime Minister , without giving further details, while a drop in support for “ordinary” short-time working had been announced for October 1.

As for the sectors most affected by the crisis, such as culture, sport, tourism or events, "they will retain access to partial activity until the end of the year, even without an agreement", he declared.

  • From "pragmatism" to the compulsory wearing of a mask, freedom to telework

Regarding the wearing of a mask, which will be compulsory in companies from September 1, “I am perfectly aware of the difficulty of implementing this measure (…) which is too general and too pressing. We therefore approached the High Council of Public Health to examine the possibility of flexibility depending on the configuration of the premises, the nature of the activities, I would also add territory by territory ”, declared Jean Castex. He promises "pragmatic solutions"

On teleworking, the Prime Minister stressed that the balance "can only be found at the finest level and in the context of a dialogue". "We have progress to make on this subject, but in the sense that companies and their employees are clearly understood, which may vary according to the professional branches and the companies themselves".

  • At least 25 billion euros for small and medium-sized businesses

The Prime Minister confirmed a "stimulus by supply and investment", and not by demand. A choice justified according to him by the fact that "household income has been preserved in the crisis" and that "consumption has resumed after confinement".

“At least a quarter” of the 100 billion euros planned to revive the French economy in the context of the health crisis will benefit SMEs and very small businesses, announced the Prime Minister, wanting to mark his intention to maintain a balance, in his stimulus plan, between large and small businesses.

The plan will also include an "export component", he added.

  • 10 billion reduction in production taxes

Faced with an audience of business leaders, the Prime Minister detailed the terms of the announced 10 billion euros reduction in production taxes from next year. A measure awaited for several years by the Medef.

This decrease will involve a “division by two” of the contribution on the added value of companies (CVAE), but by the capping of the territorial economic contribution (CET) in share of the added value “from 3% today to 2 % tomorrow ”. Finally, "the property tax method for industrial premises will be fundamentally reformed with the objective of halving the tax burden on these premises," said Jean Castex.
