The government seems closer and closer to approving new measures to help tenants ease the effects of the coronavirus . The vice president and minister of Economic Affairs and Digital Transformation, Nadia Calviño , who until now had been more reticent to do so, has acknowledged this Wednesday that the Executive is studying "different alternatives" for tenants that, at the same time, allow avoiding " collateral damage "to owners.

This is actually the central question that divides members of the Government regarding the approval of rental aid. More than 95% of the landlords in Spain are small landowners and many of them use the rents to complete their income and cover basic day-to-day costs. Approving a moratorium or, even, as the purple sector of the Executive proposes, forgiving monthly payments during this crisis could have negative consequences for the owners of the homes in question.

"What we have to make sure is that the measures are effective and that they do not have collateral damage, because the rental environment, as everyone knows, is not like the mortgage, where the banks are on the other side of the citizens; in In this case there are also small landowners. There are people who depend on the payment of rents to also be able to live and pay their expenses, "explained the minister in RNE.

What remains to be determined is the scope of these measures. As Efe has advanced, one of the options on the table is to suspend the payment of rent for at least two months to all people who have been left in a vulnerable situation. The measure, according to the agency, would suppose a cancellation of that debt , not a delay or moratorium in the payment of the rent, and would be accompanied by an economic compensation by the State of up to 100% for the owners of the properties for rent .

Calviño has not wanted to pronounce on the details of this or any other proposal and, instead, he has wanted to reiterate that from the Government "we are seeing how we can alleviate the situation of the most vulnerable people, not only in rent, but also in other areas. "

In recent weeks, voices have increased that ask the Pedro Sánchez Executive for some type of response for tenants who may be left in a vulnerable situation as a result of the current Covid-19 crisis.

The leaders of the rest of the opposition political parties expressly demanded it at the appearance of the president in the Congress of Deputies last week and from the real estate sector, there are also many companies and individuals who request it.

In France, Emmanuel Macron's Cabinet established a moratorium on commercial rentals and this is also what is increasingly being claimed by businessmen who are affected by the paralysis of activity.

In Vitoria, the Gasteiz On Association of Merchants and Hoteliers has asked the owners to renegotiate the payment of the rent for their premises before the closure of their shops and hospitality establishments.

The association, which represents more than 600 establishments in Vitoria, has joined a national campaign on social networks that, in the case of the capital of Alava, is elaborated under the hashtag #caserosgeneroso , to "appeal to the solidarity of the owners" with the aim of reducing the price of rents and thus helping to alleviate the difficult economic situation suffered by many merchants after declaring the state of alarm.

Something similar to what has happened in Barcelona, where the Barcelona Restoration Guild has made available to the sector a model letter that the restaurateurs will send to the owners of the premises in which it asks them not to demand payment. of the monthly rent while the establishments must be closed to the public.
