The notice pointed out that in 2020, we will focus on supporting the establishment of high-quality grain and oil, healthy breeding, and modern seed industry industrial parks, and encourage the establishment of Chinese medicinal materials industrial parks based on the needs of industrial development.
The notice said that all regions should comprehensively promote the construction of national industrial parks by ensuring the effective supply of important agricultural products and promoting the continuous increase of farmers' income, comprehensively considering factors such as agricultural resource endowment, development of characteristic industries, and integration of primary, secondary and tertiary industries. In 2020, we will focus on supporting the establishment of high-quality grain and oil, healthy breeding, and modern seed industry industrial parks, and encourage the establishment of Chinese medicinal materials industrial parks based on the needs of industrial development. Priority is given to supporting the establishment of eligible poverty-stricken counties, functional areas for grain production, protected areas for the production of important agricultural products, advantageous areas for special agricultural products, and national modern agricultural demonstration areas. The notice clarifies the conditions for creation. The industrial park applied for is not in principle the same as the leading industry of the industrial park approved by the province (autonomous region, municipality).
The industrial park to be applied for, after two years of creation, should meet the Notice of the General Office of the Ministry of Agriculture and Rural Affairs and the General Office of the Ministry of Finance on Carrying Out the 2019 Performance Evaluation and Recognition of the National Modern Agricultural Industrial Park (Agricultural Regulations [2019 ] No. 51). If there is a large gap between the assessed and identified conditions, no application can be made.
The notice pointed out that all localities should consider the construction of industrial parks and strong towns in the agricultural industry. The industrial park to be applied for shall not overlap with the area of the demonstration construction project of a strong agricultural industry town that has been approved for construction by the Ministry of Agriculture and Rural Affairs and the Ministry of Finance and is to be applied for in 2020.
In the past two years, major agricultural environmental pollution or ecological destruction issues, major agricultural product quality and safety incidents, counties and cities notified by provincial or higher environmental protection, agricultural and rural, or food safety departments must not apply.
In terms of the amount of creation, the notice clearly stated that the Ministry of Agriculture and Rural Affairs and the Ministry of Finance calculated the application indicators for the establishment of the establishment according to relevant factors. In principle, the provinces with a total output value of 700 billion yuan in agriculture, forestry, animal husbandry and fishery in 2018 will be declared as two provinces, and the provinces below 700 billion yuan will be declared as one. The Xinjiang Production and Construction Corps has arranged a declaration index. Deduction of 1 indicator for the provinces with unregulated central fiscal funds in 2019. Heilongjiang Province General Land Reclamation Bureau and Guangdong Province General Land Reclamation Bureau shall make overall arrangements for declaration. Applications exceeding the quota will not be accepted.

The notice also states that in order to support and encourage the provinces to strengthen the construction of industrial parks, for provinces with provincial-level fiscal own funds to construct industrial parks of more than 1 billion yuan in 2019, three provincial-level industrial parks can be declared for inclusion in the national industrial park creation management system; For provinces above 500 million yuan but below 1 billion yuan, two provincial-level industrial parks can be declared to be included in the national industrial park creation management system; for provinces above 200 million yuan and under 500 million yuan, one provincial-level industrial park can be declared for inclusion The national industrial park creates a management system. After passing the evaluation, it was awarded the title of National Modern Agricultural Industrial Park.
The notice also pointed out that the Ministry of Agriculture and Rural Affairs, the Ministry of Finance, through regular monitoring, performance evaluation, on-site verification, etc., in the second and third years after approval of the establishment of the organization of industrial park evaluation and identification work. The central government provides appropriate support for industrial parks approved for creation and passed evaluation and assessment according to different situations through awards and subsidies.
