As you have heard, there are some analyzes that Japan has refrained from raising conflicts because there are no more individual licensed items, which means that more items have to be subjected to difficult export screening. However, if Japan decides to do so, it is not easy to predict how it will flow anytime from now on, since it can control exports.

Today's announcement for Japan (7th) was the same as the Cabinet meeting's decision on the 2nd.

Korea was excluded from the white list, which is the preferred country for the export process, and after three weeks, more than 1,100 strategic items related to security should be approved in principle.

However, when dealing with ICP-certified Japanese companies that export management is good, they are exempt from individual permits and given a three-year comprehensive license.

China, Taiwan and Singapore also use this system.

In addition to the three items, such as hydrogen fluoride, which have already been blocked for more than one month, no additional regulated items were specified, so the worst was avoided.

At this stage, it seems to be trying to watch the situation while refraining from escalating.

[Moon Byung-gi / Principal Researcher, Korea International Trade Association: It would have been a burden to further deteriorate public opinion or strengthen the confrontation situation by additional regulations while simultaneously deciding to exclude whitelists.]

However, if you look closely at the published enforcement regulations, you will find that even exports of Japanese-certified companies that can receive special comprehensive permits may be subject to individual permits if they could be diverted for military purposes.

In addition, general items that did not require an export permit so far may still be subject to arbitrary control over the export of certain items, as 'Catch All' regulations may apply.

In particular, it is expected that Korean SMEs that deal with Japanese SMEs that are not sized with ICP certification will be challenged.

An official of the Blue House said that since Japan has issued an amendment, but no additional regulated item designation, it is a kind of "breathing dimension", and it does not appear to require a higher level of countermeasures.
