The owner of a dog who hung his dog behind a motorcycle and dragged it is being investigated by the police. 



Today (13th), the Geumsan Police Station in Chungcheongnam-do announced that it is investigating a person in his 70s without detention on charges of violating the Animal Protection Act. 



Mr. A is accused of injuring his dog by tying a chain to his four-wheeled motorcycle in Geumsan-gun, Gangwon-do, on the 21st of last month.



This fact became known through a video taken by a YouTuber.



In the video, the dog (Kwan Soon-i)'s neck was tied to a chain, and the soles of his feet were savagely scratched and covered in blood.

Also, his body is so stiff that he can't resist.

His pavement left clear red marks reminiscent of blood. 



The YouTuber who recorded the real-time situation said with a trembling voice, "I'm going to report it. Is this an exercise?" 



Afterwards, the YouTuber reported it to the Livestock Division of the Geumsan County Office, and a full-scale investigation was initiated by filing a complaint with the police. 



During the police investigation, it is reported that Mr. A stated, "I did this to take my dog ​​for a walk because it was pretty." 



In addition to the injured dog Kwan-sun, it was confirmed that the feet of the other dogs, Kei and Kuma, were also injured. 



At the end of the workshop, Mr. A gave up ownership of his three dogs, Gwansooni, Kei, and Kuma.

After receiving treatment, the dogs were adopted by an animal protection YouTuber to another family. 



Meanwhile, the current animal protection law provides for a maximum sentence of up to three years in prison or a fine of up to 30 million won.

In addition, animal abusers are ordered to take courses necessary to prevent recidivism for up to 200 hours, or to complete a treatment program such as counseling and education.



The problem is that the provisions of the 'confiscation of abused animals' and 'limitation of ownership of abusers' laws have not been passed.

Although the number of illegal acts violating the Animal Protection Act is increasing every year, the punishment is usually limited to a suspended sentence of imprisonment and a fine.



Some believe that one of the main causes of evolving animal cruelty cases is that the punishment is too weak to raise awareness. There is a growing demand for a sentencing standard to be established so that this can be achieved.
